GENERAL PROJECT DESCRIPTION The applicant proposes building a larger single-family residence than the existing 1332 sq ft one on the property . Since the existing residence is larger than the by right Accessory Dwelling Unit, it will become the Secondary Dwelling Unit and an Administrative Review application for a Secondary Dwelling Unit is required. Both units will share driveway access from Alta Mesa Road, a private road. The application will need to show legal and physical access, water supply and wastewater management. The site plan should show current structures, proposed structures with required setbacks, easements, existing and proposed utilities, OWTS, and water lines. Grading and drainage plans may also be required, but they can also be part of a waiver of submittal requirements. For other utilities, a will-serve letter is sufficient. The app lication should address the Impact Analysis (Section 4-203.G) and Article 7, Division 1-3 Standards. It should also address Section 7-701 .B Secondary Dwelling Unit Standards. The existing single-family residence , built around 1906 is currently around 150 feet from the edge of an existing gas pad. The parcel was subdivided as Lot 8 of the Sierra Vista Subdivision in 1980 recorded as Reception No. 302518. The oil and gas pad operated by TEP Rocky Mountain LLC was likely installed sometime in the 80s according to the applicant. More information on the operator of the gas pad will be included in the application. The LUDC requires a 500-foot setback between new residences and oil/gas wells and above ground facilities. The Applicant has submitted a building permit for a single-family residence and should demonstrate in the site 1 plan that the new residence will comply with the 500-feet setback . Since the gas pad is close to an existing residence, this application should include a waiver of standards for Section 9-213 . The application should include materials to fulfill any Waiver of Submittal Requirements (Section 4-202) and Waiver of Standards (Section 4-118) requests such as Traffic Study, Roadway Standards and any others deemed appropriate. Waiver requests may require a letter from a certified professional attesting to the adequacy of the site, system , etc. The application's General Description is a narrative that explains what is being proposed , any waivers being requested, and responses to review criteria . The process of an Administrative Review is demonstrated in the flow chart below. The application will need 3 physical copies and 1 digital copy (full size plans) for submittal including at least 1 full size copy of the proposed site plan. Staff will conduct a completeness review to make sure all required submittals are included . Once an application is deemed complete , referrals requests are sent out, and staff will send you a technical completeness letter with public notice instructions. Both the letter and public notice will include the Director's Decision date . Staff produces a staff report reflecting their review and comments from different referral agencies The Director makes a decision, and a letter will be produced to be sent to the applicant. It'll also include a staff report packet with exhibits. The BOCC is also notified when the decision is made, and will get a copy of the staff report and Director's Decision letter. There is a 10-day call-up period when an applicant can appeal the decision to the board. The Director can also call-up the application to the BOCC due to Section 9-213. If called-up , then a hearing is scheduled for a decision from the BOCC . Applicants must complete all documents for the application to proceed. The intent behind this request is to allow me to remain on-site during the construction process while maintaining the property safely and efficiently. The existing house is in good condition and remains fully functional. By retaining it as a secondary dwelling, it will serve as temporary housing during the new build and later provide flexible use for family members, guests, or long-term housing needs in the future.
