On January 9, 2026, we visited the site of the buildings under construction at TBD Harvest Lane near
New Castle in Garfield County, Colorado to observe the OWTS installation pursuant to OWTS Permit #
SEPT-9431. The system was designed by Westwater Engineering and installed by Marcelino Holguin.
We received an as-built drawing of the constructed system and a letter certifying that the system was
constructed in compliance with the permitted design from the OWTS designer dated February 20, 2026.
During our inspection, we observed the new poly 1,500-gallon main residence septic tank and 1,000-
gallon ADU septic tank, each with two-compartments and effluent filters in the outlet tees, the new
effluent lines, the new distribution box, and the Soil Treatment Area (STA). The septic tanks and
distribution box were installed level with access brought to grade. The STA consisted of four gravelless
chamber trenches with 17 Infiltrator Quick4 chambers per trench (68 total chambers, 816 ft 2 total STA).
Additionally, inspection ports were present at the end of each trench.
On February 18, 2026 we received confirmation that the new sewer lines, inlet tees, and cleanouts
adjacent to the buildings had been installed properly and that all effluent lines were installed with the
proper slope.
As required by Garfield County OWTS Regulation Section 43.4.F.3, based on our final inspection
observations, this OWTS was installed according to the permit requirements and regulations.
