On February 25, 2026, we visited the site of the building under construction at 146 Quicksilver Ct. near
Rifle in Garfield County, Colorado to observe the OWTS installation pursuant to OWTS Permit # SEPT-
9426. The system was designed by West Water Engineering and installed by Four Brothers Construction.
We received an as-built drawing of the constructed system and a letter certifying that the system was
constructed in compliance with the permitted design from the OWTS designer dated March 10, 2026.
During our inspection, we observed the new sewer line and cleanout adjacent to the building, the new
poly 1,000-gallon two-compartment septic tank with an effluent filter in the outlet tee of the second
compartment of the tank, the new effluent line, the new distribution box, and the Soil Treatment Area
(STA). The septic tank and distribution box were installed level with access brought to grade. The STA
consisted of four gravelless chamber trenches with 9 Infiltrator Quick4 chambers per trench (36 total
chambers, 432 ft2 total STA). Additionally, inspection ports were present at the ends of each trench.
As required by Garfield County OWTS Regulation Section 43.4.F.3, based on our final inspection
observations, this OWTS was installed according to the permit requirements and regulations.
