On March 27, 2026, we visited the residence at 278 Ronce Lane near Carbondale in Garfield
County, Colorado to observe the OWTS installation pursuant to OWTS Permit # SEPT-6680. The
system was designed by Mountain Cross Engineering and installed by Hughes Excavating. The
system had been backfilled prior to a final inspection by the design engineer or Garfield County
Public Health (GCPH), in violation of Section 43.4.E.1 of the Garfield County OWTS Regulation.
As such, GCPH issued a Notice of Violation to you, the property owner, on December 4, 2025.
The design engineer, Mountain Cross Engineering, made a site visit to the property and
determined there were several deficiencies that needed to be addressed prior to the design
engineer issuing a certification letter and as-built drawing for the system and contacting GCPH
for a final investigation. We received an as-built drawing of the constructed system and a letter
certifying that the system was constructed in compliance with the permitted design from the
OWTS designer dated March 24, 2026.
During our inspection and via photographs submitted by the designer and contractor, we
observed the new sewer line and cleanout adjacent to the residence, the new concrete 1,500-
gallon two-compartment septic tank and single compartment dosing tank housing two duplex
pumps, the new pump line, the new automatic distributing valve, and the Soil Treatment Area
(STA). The septic tank and automatic distributing valve were installed level with access brought
to grade. The STA consisted of two 12-feet-wide by 50-feet-long by 3-feet-deep pressure-dosed
unlined sand filters constructed with secondary sand media (1,200 ft2 total STA). Each bed
contains 4 distribution laterals constructed of 1.5-inch diameter Schedule 40 PVC with 1/4-inch
diameter orifices every 7-feet on center, facing down, placed in clean gravel (a minimum of 6”
of gravel below the distribution pipes and a minimum of 2” of gravel above the distribution

pipes). Each distribution lateral ended in a 90-degree sweeping bend facing up, fitted with a ball
valve to allow flushing of the laterals. Additionally, inspection ports were present at each corner
of each bed. GCPH staff observed the functionality of the highwater audio and visual alarm.
As required by Garfield County OWTS Regulation Section 43.4.F.3, based on our final inspection
observations, this OWTS was installed according to the permit requirements and regulations.
This final acceptance letter of the installed OWTS also RESOLVES the Notice of Violation issued
to you, the property owner, on December 4, 2025.
