On July 7, 2025, we visited the site of the residence under construction at 1422 high Aspen Drive near
Carbondale in Garfield County, Colorado to observe the OWTS installation pursuant to OWTS Permit #
SEPT-9163. The system was designed by Kumar & Associates and installed by RM Construction. We
received an as-built drawing of the constructed system and a letter certifying that the system was
constructed in compliance with the permitted design from the OWTS designer dated March 18, 2026.
During our inspection, we observed the new sewer line and cleanout adjacent to the residence, the new
concrete 1,500-gallon three-compartment septic tank with a high-head Orenco pump package in the third
compartment of the tank, the new pump line, and the Soil Treatment Area (STA). The septic tank was
installed level. The STA consisted of a 12 feet by 47 feet by 2-foot-deep pressure-dosed unlined sand
filter constructed with secondary sand media (564 ft2 total STA). The STA consisted of 3 distribution
laterals constructed of 1.5-inch diameter Schedule 40 PVC with 5/32-inch diameter orifices every 4-feet
on center, facing down, placed in 1 foot of washed gravel. Additionally, inspection ports were present at
each corner of the bed. On April 8, 2026, we received confirmation that the distribution laterals ended in a
90-degree sweeping bend facing up, and were fitted with a ball valve to allow flushing of the laterals, as
well as confirmation that access to the three chambers of the septic tank has been brought to grade, the
splice box had been installed properly, and the high water alarm was functioning.
As required by Garfield County OWTS Regulation Section 43.4.F.3, based on our final inspection
observations, this OWTS was installed according to the permit requirements and regulations.
