HomeMy WebLinkAbout1.19 Exhibit Q - Affordable Housing PlanMitchell Creek Community PUD and Major Subdivision Sketch Plan Affordable Housing Plan March 2026 1 Affordable Housing Plan Mitchell Creek Community Planned Unit Development and Major Subdivision Sketch Plan Project Overview The Mitchell Creek Community Planned Unit Development proposes a total of 98 proposed new residential dwelling units and two existing residential dwelling units and is subject to Article 8, Inclusionary Zoning for Housing, of the Garfield County Land Use and Development Code. This Affordable Housing Plan is provided in accordance with Section 8-201 and describes how the development will comply with all applicable requirements. Required Affordable Housing Units Pursuant to Section 8-301.A, developments of 15 or more units shall provide affordable housing equal to 10 percent of the total number of dwelling units. Based on 100 units, the project is required to provide 10 affordable housing units. The Mitchell Creek Community will provide ten deed-restricted affordable housing units in compliance with Article 8. Affordable Housing Category Distribution Two Category I units (70% AMI / 80% income cap) Three Category II units (90% AMI / 100% income cap) Five Category III units (110% AMI / 120%+ income tiers per Article 8) Unit Location, Design, and Integration Affordable housing units shall be integrated throughout the development and shall not be distinguishable from market-rate units in exterior appearance, materials, or overall design. Pricing and Affordability Sales prices and, if applicable, rental rates shall be established by the Garfield County Housing Authority based on Area Median Income and applicable standards. Deed Restrictions and Administration All affordable housing units shall be subject to recorded deed restrictions approved by the Garfield County Housing Authority and shall run with the land in perpetuity. Occupancy Requirements Affordable housing units shall be occupied as a primary residence by qualified households meeting applicable income limits. Phasing Affordable housing units shall be constructed proportionally with market-rate units in the following sequence: 1. Category II 2. Category III 3. Category I 4. Category II 5. Category III 6. Category II 7. Category III 8. Category I 9. Category III 10. Category III Implementation This Affordable Housing Plan shall be incorporated into an Affordable Housing Agreement recorded with the Final Plat. Compliance Statement The Mitchell Creek Community Planned Unit Development complies with Article 8 by providing ten deed-restricted affordable housing units in a 2/3/5 distribution.
