Re: Response to Mitchell Creek Community PUD and Sketch Plan (PUDA 03-26-9131 and SSPA 03-
26-9131)
Dear Philip:
Thank you for your April 27, 2026 completeness review letter for the Mitchell Creek Community
PUD and Sketch Plan application. We appreciate your review and have provided responses to each
of the comments below. Applicant responses are shown in bold text following each comment.
Additionally, please note that the CDOT Access Permit Applications (Exhibit I(2)) have been
replaced with issued Access Permits in the updated submittal.
1. Recorded Statements of Authority (SOA) for Amichaux Limited Partnerships LLLP and Paul
A. Amichaux Family Trust are required. A Letter of Authorization (LOA) from the authorized
personnel of those entities is required to designate Andrew Settle and Neils Cotter as
authorized representatives for the application (this is in addition to the LOA authorizing
Doug Pratte).
See attached signed Statements of Authority and Letters of Authorization included in the
updated Application.
2. The mineral owner research form shall be updated to indicate the property owners own the
mineral rights.
See updated Mineral Owner Research Form included in the Application.
3. More information should be provided in the general description of the request(s), including
information on utility suppliers, access, and notable features.
See updated Project Description included in the Application. The narrative has been
expanded to address utility service providers, access, site design, and project features,

including infrastructure efficiency and fire protection benefits associated with the extension
of City water service.
4. Section 5-402.C.8 has additional schematic and narrative requirements. These
requirements might be addressed in the expanded general description discussed above.
See updated Project Description and supporting Exhibits included in the Application, which
have been expanded to address the applicable schematic and narrative requirements of
Section 5-402.C.8.
5. The visual analysis needs to be expanded to address 5-402.H.1. Typical sketch plan
requirements include a map showing the general location of ridgeline and a written
statement.
See updated Visual Analysis narrative in Section 5-402.H of the Application and the additional
Exhibit included in the updated submittal, which addresses ridgeline visibility and project
visual impacts.
