Good morning Steve,
Yes, I have received and approved the revegetation plan so nothing else is needed on my end.
As far as the permit releases, I don't playa part in that -those will becoming from Community
Development. I know they are short-staffed and pretty backed up at the moment, but I imagine they're
working on getting these ready ASAP.

Sarah/John -
I believe you now have record of our Revegetation Plan for New Leaf Lane and the Utility Field/Land Use
Permit as well as the Bond for each of these permits. I know the grading permit for the road (New Leaf
Lane) is GRAD-04-26-9812. I am not certain the Land Use Permit number.

Re: Vegetation Management Comments on Sweet Water Ranch Road 2 — Grading Permit Application
Dear John,
In regards to the application for the Sweet Water Ranch Road 2 Grading Permit Application Garfield
County Vegetation Management would like to request the following of the applicant at the time of
preliminary planning:
1) A Noxious Weed Survey performed by a qualified plant ecologist or botanist during the growing
season with accompanying map showing the relative densities and locations of noxious weed
infestations.
2) Noxious Weed Management & Reclamation Plan: A detailed weed management plan for the
noxious species present including herbicide name, rate, and application timing, as well as copies
of any weed treatments performed to date. Please see other required elements below.
3) Financial Security to Guarantee Revegetation and Reclamation: Please note that Garfield
County requires revegetation securities if an estimated area of disturbance that will need to be
revegetated is greater than or equal to 1 acre. The total amount for the security is then
calculated at $2,500/acre.
Financial Security: Bonds may be submitted as the financial security for pipeline projects.
The financial security for all other projects must be either i) a Letter of Credit that is issued
by a banking institution acceptable to the county and is valid for a minimum of two years; or
ii) a cash security which is deposited into a County bank account. For a cash security, the
County and the developer sign a Treasurers Deposit Agreement (TDA).
County Inspection and Release of Financial Security: When grading has been completed
and vegetation reestablished, the developer (permit holder) calls the County Vegetation
Manager (970-945-1377 x 4315) and requests an inspection. If reclamation and weed
management are determined to be adequate, the County will inform the developer and

release the financial security.
Reauired Elements of Weed Management and Reclamation Plan:
The purpose of the Weed Management and Reclamation plan is to ensure that the development does
not result in: (1) erosion and dust generation, (ii) the propagation of noxious weeds, (iii) the excessive loss
of wildlife habitat and food sources, and (iv) long-term visual eyesores. The financial security allows the
County to perform reclamation in the event that the developer abandons the project or does not
perform adequate reclamation.
The Weed Management and Reclamation Plan must discuss the following:
Section 1: Soil Handling
Must include: (1) the area of land disturbed and volume of soil moved, (ii) provisions for salvaging on -site
topsoil, (III) a timetable for eliminating topsoil and/or aggregate piles, (iv) plan that provides for soil
cover if any disturbances or stockpiles sit exposed for a period of 90 days or more, and (v) erosion
control and dust suppression measures and management.
Section 2: Weed Management Plan
Must include: (i) An inventory and site map that shows County listed Noxious Weeds and Colorado
Listed A & B Noxious Weeds; (ii) A Weed Management Plan that addresses inventoried weeds in a timely
and effective manner (note: Garfield County may require the submittal of treatment records); and (III)
persons or entities responsible for continued monitoring and mitigation of any State of Colorado listed
noxious weeds within the area as well as prescribed treatment method(s) and timing
Section 3: Site Revegetation and Reclamation
Must include: (1) plant material list (be specific, scientific and common names required); (ii) planting
schedule (include timing, methods, and provisions for watering, if applicable); and (III) a map of the area
that will be disturbed. (Note: Any straw or hay used as mulch or as an erosion control barrier must be
certified as weed -free by the State of Colorado Department of Agriculture).
Additionally, staff has concerns regarding the potential for wetland disturbance in certain areas along the
proposed roadway. The memo indicates that copies of the Army Corps of Engineers approvals "will be
forwarded to Garfield County staff once received," and I would like to reiterate the request that these
approvals be provided upon receipt.
Please let me know if you and/or the applicants have any further questions or concerns.

Sarah L Rose

RE: Grading Permit, Sweetwater Ranch — New Leaf Lane
Dear John:
This office has reviewed the documents provided for the Grading Permit application of New Leaf
Lane for Sweetwater Ranch. The submittal was found to be thorough and well organized. The
review generated the following comments:
1. The plans refer to a wetland mapping report. A copy of this should be provided.
2. Culvert G3 on the plans is understood to be for irrigation and is not included in the drainage
report. However, sizing seems to be uncertain from the plan note. The appropriate culvert
diameter should be determined and the size included on the plans.
3. There is a detail provided for culvert outlet protection in the plans but it is unclear from the
notes on the plan sheets if the contractor is intended to construct this outlet protection along
with the flared end -sections. Since the culvert slopes are steep, that is believed to be the intent;
and the plan note should be changed to refer to end sections and outlet protection.
4. A detail for construction of the roadside cut -ditch should be included or added to the typical
section detail.
5. The erosion control plan should be evaluated to determine if BMPs may be warranted to
mitigate erosion within the roadside cut ditches.
6. Plan notes on cover would be better changed to refer to the County instead of City.
7. It is believed that the Applicant either has or will have a CDPHE permit. A copy of the permit
should be provided to Garfield County.
Feel free to call if you have any questions or comments.
Sincerely,
Mount in Cross Engi leering, Inc.
