Dear Mr. Bean:
Submitted herewith is an application For a building permit
that will allow Mid - Continent Resources, Inc. to install an
additional limestone storage and truck loading bin at the
limestone processing plant located approximately one mile east of
Carbondale and adjacent to County Road 100.
The limestone processing plant operates under the authority
of a Garfield County Special Use Permit (Resolution No. 82 -132,
dated 7 June 1962) designating the 127 acre parcel as a
commercial park. Limestone processing and storage are specific
authorized activities listed in this special use permit. Two
limestone storage bins, separate From the main processing plant
building, are currently located at the facility.
The proposed 200 tan capacity steel storage bin will allow
more efficient handling of the mine packwall material which is a
dry limestone and cement mixture. Trucks that haul the materials
to the Coal Basin mines must now wait approximately '15 minutes
For a full load to be crushed and mixed. With this additional
storage and loading bin, trucks can be loaded in 2 or 3 minutes
and be on their way. This will also reduce the number of times
each day that the packwall processing equipment must be started
up and shut down, procedures that place strains on the machinery
and power sources involved.
The proposed steel bin is already an site and is completely
configured to be placed on foundations. Installation
requirements ars the construction of footers and legs upon which
the bin will be bolted, and a covered conveyor belt system that
will move the product from the processing building to the top of
the bin. The construction will be accomplished by in -house Mid -
Continent crews.
No adverse environmental effects will result From this
addition to the limestone processing complex.
Water -- No water is utilized in processing this dry
product.
Noise -- The electrical powered enclosed conveyor belt
produces no significant noise.
Electric Power Lines. Roads. Other Surface Disturbance
No additional disturbance outside the plant area will be
required for this addition. The electrical power system
presently existing at the plant will handle this addition.
Air Qualitu -- The bin and conveyor system will be
fully enclosed as are the other processing systems at the plant.
Air emissions will be kept in compliance with requirements of the
State of Colorado. Air emission permits exist For the plant and
any necessary amendments For this addition will be accomplished
prior to use of the bin.
Aesthetics -- The additional bin will be located near
the main plant building and between two existing bins, It is
smaller and the overall height is less than the building and the
existing bins. No Further impairment of the scenic impact of the
plant will result From this addition.
The general location of the limestone plant and the layout
of this addition are depicted on the enclosed maps.
