1. All installation must comply with all requirements of the County Indivi(ual Sewage Disposal Regulations,
I adopted pursuant to authority granted in 86.444; •CRS::1988, a ,mended 88;3.14, CRS 1988.
2. This permit is valid only for connection to st4 $cures wh'ith have fully complied with County Zoning and
building requirements. Connection to or use With any dwelling Or sttuctuces not approved by the building
and Zoning office shall automatically be a violation of a requirement of the permit and cause for both
legal action and revocation of the permit.
8. Section III, 8.24 requires any person who constructs, alters, or installs an individual sewage disposal
system in a manner which involves a knowing and material variation from the terms or specifications con.
tained in the application of permit commits a Class I, Petty Offense ($500.00 fine • 6 months in jail or
both.

In keeping you abreast with the status of the above referenced to which I
addressed you in my letter of March 3, 1976, please find attached an article
from the Grand Junction Daily Sentinel which describes the proceedings with the
Garfield County Board of Health in this matter.
Reverend Reynolds has been issued an Individual Sewage Disposal Permit in
accordance with the decision of the Garfield County Board of Health.

Enclosed is a letter received March 3, 1976 by this office which I believe
will be of interest and insight to you and your staff.
I have responded to Reverend Reynolds by making arrangements for him to
meet with the Garfield County Commissioners, sitting as the Garfield County Board
of Health, in order to reconsider and resolve the matter.
Any inquiries regarding this situation should be directed to the Garfield
County Commissioners, Reverend Reynolds, or myself.

Dear Mr. Feld:
I write in regard to our application for individual sewage treatment
on our property at 0313 County Road 225, Rifle.
I feel our request for a variance to allow us to install a septic tank
rather than an aerated treatment unit should be reconsidered for the fol-
lowing reasons:
1. Lamont Kinkade, who opposed our request for variance, tried
to get us to buy an aerated unit which would bolt on to Copeland
concrete product's septic tank on the very day we were request-
„ ing variance. We discovered later that this unit was manufac-
tured by Kinkade's father and we feel he may have opposed our
variance for the purpose of selling the aerated unit.
2. There will be no hazard to public health caused by installa-
tion of a septic tank on our property.
3. If any future problems arrive, steps may be taken to alleviate
them.
4. You yourself have from the very time you conducted percolation
tests recommended to Kinkade that a septic system is adequate
in our situation.
5. The general corruption associated with Lamont Kinkade's tenure
is reason enough to consider our application anew. In our
case, his very motive for recommending an aerated treatment
unit appears to be to sell a unit of his father's manufacture,
rather than concern for the health and safety of the citizens
of Garfield County.
The people of Victory Baptist Temple and I ask the assistance of your
office in bringing this matter to the County Commissioners in the interest of
public health, fair play, and good government.
