*CONDITIONS:
1. All installation must comply with all requirements of the County Individual Sewage Disposal Regulations, adopted pursuant to au-
thority granted in 66 -44 -4, CRS 1963, amended 66 -3 -14, CRS 1963.
2. This permit is valid only for connection to structures which have fully complied with County zoning and building requirements.
Connection to or use with any dwelling or structures not approved by the Building and Zoning office shall automatically be a viola-
tion of a requirement of the permit and cause for both legal action and revocation of the permit.
3. Section III, 3.24 requires any person who constructs, alters, or installs an individual sewage disposal system in a manner which In-
volves a knowing and material variation from the terms or specifications contained in the application of permit commits a Class I,
Petty Offense ($500.00 fine — 6 months in jail or both).

Re: Van Rand Industrial Park Wastewater Treatment System
Dear Bud:
As per your request as to the status of the above referenced, please be
advised of the following:
The original system was designed by a Registered Professional Engineer
(Eldorado Engineering) as is required by the Garfield County Individual Sewage
Disposal Systems Regulations. The submitted plans and specifications were
approved and Permit #017 issued May 30, 1974 for the construction of said
system.
The records in this office indicate the original subsurface absorption
area received a final inspection as did a replacement subsurface absorption
area installed in September, 1978. Also attached is a copy of a letter regard-

The records also indicate the aerated treatment unit has not received a ()
final inspection as is required. Mr. Duane Van Why should be informed of this,
so he can make arrangements with this office or Eldorado Engineering for the
necessary inspection.

Dear Mr. Van Why:
Please find enclosed Garfield County Individual Sewage Disposal Systems
Permit #625 issued to your property (Van Rand Industrial Park). This Permit
will provide sufficient documentation that the necessary repairs were completed
in accordance with Garfield County and Colorado State Regulations and also the
plans and specifications of the Registered Professional Engineer.
As per your request regarding the probable cause of the premature failure
of the previous subsurface absorption area, I would have to conclude an over-
loading of the system occurred from excessive water usage which resulted in
flushing tank solids into the absorption area causing it to plug.
In order to prevent another premature failure, I would advise you to review
the water usage of the businesses And two single family dwellings being serviced
by the wastewater treatment system. You may wish to be particularly observant
for plumbing leaks and the practice being used by United Parcel Service during
the washing of their delivery trucks. In regard to the latter, you may wish to
consider providing an alternate means of reducing wastewater flow to the central
sewage system.

The week of March 10, 1986 we received a complaint that
sewage was backing up in the houses located immediately
north of the Diamond International Lumber Company in the
Van Rand Industrial Park. Discussion with the owner
indicates this has occured a number of times.
The County records were pulled and it showed the system was
an Engineered Aerated Treatment System designed to treat
2240 gallons per day designed flow utilizing a seepage bed
of 2000 square feet.
On site investigation revealed the aeration system appears
not to have been in operation for a prolonged period of
time. The non - operation of the aeration plant can result
in the system going septic and possibly by- passing solids
into the seepage bed and causing complete loss of the
system.
Planning Department records indicate you have
responsibility for both the water and sewage system for the
Van Rand Industrial Park as a member of the Van Rand
Association.
Colorado State Statute requires a sanitation system of more
than 2000 gallons per day (GPD) to be inspected and
controlled by a Colorado Department of Health Engineer,
however, since the county originally issued the permit we
will try to retain system responsibility in the County.

It is requested that you take immediate action to have your
engineer review the system and possibly try having the
septic tank pumped, the aeration system repaired and placed
in operation. The foregoing may not correct the problem if
the system has failed completely. Please have your
engineer contact this office and advise as to your
corrective action measures. Corrective action shall be
accomplished before April 21, 1986.
If you are not responsible for the system please advise at
your earliest convenience because it could avert several
days of the various businesses having to shut down in event
of a total system failure.
