"CONDITIONS:
1. All installation must comply with all requirements of the County Individual Sewage Disposal Regulations, adopted pursuant to au-
thority granted in 66 -44 -4, CRS 1963, amended 66-3-14, CRS 1963.
2. This permit is valid only for connection to structures which have fully complied with County zoning and building requirements.
Connection to or use with any dwelling or structures not approved by the Building and Zoning office shall automatically be a viola-
tion of a requirement of the permit and cause for both legal action and revocation of the permit.
3. Section 111, 3.24 requires any person who constructs, alters, or installs an individual sewage disposal system in a manner which in-
volves a knowing and material variation from the terms or specifications contained in the application of permit commits a Class 1,
Petty Offense ($500.00 fine — 6 months in jail or both).

Gentlemen:
Currently the Carbondale Electric Substation is in the final stages of
being modernized and expanded to provide for the future energy requirements
of the Town of Carbondale. During this construction program, sanitation
facilities for the substation workers are being provided by portable
chemical toilets.
Once construction is complete, the substation will be an unmanned
facility which will require only occasional visits from substation workers
to perform routine maintenance and emergency repairs. To provide
sanitation facilities for these workers, it is requested that approval be
given to install a 1200 gallon sewer holding tank with a float indicator in
lieu of connecting to the Carbondale Sanitation District's sewer system.
Enclosed is the Company's application for an individual sewage disposal
system with a check for the required $50.00 application fee.
The Carbondale Sanitation District does provide sewer service in this
area upon annexation to the District. The Company feels there are several
technical and financial considerations which do not make connecting to the
District's existing 15 -inch sewer line located on the east side of Colorado
Highway No. 133 practical or cost effective.
1. Since the substation is an unmanned facility and the use of the
sanitation facilities would be on an infrequent basis to say the
least, it would be extremely difficult to justify large
expenditures to the Colorado Public Utilities Commission and the
Company's customers on the necessity of installing a sewer line
to the premises. It is estimated that the use of a sewer holding
tank would save approximately $11,000.

2. The Sanitation District (Mr. Milt Reed) has indicated that the
only place the Company would be allowed to connect to the
District's system would be at the existing manhole located on the
east side of Colorado Highway No. 133 at the intersection of
Village Road. This would require approximately 450 feet of sewer
line to be installed through extremely poor soil conditions which
for the most part consists of large gravel and rocks up to two
foot in diameter.
3. It would be necessary to cross Colorado State Highway 133 with
the sewer line. This would require boring or cutting the highway
which will be very expensive. The Highway Department indicated
that the Company must first attempt to bore the highway before
the Company would be allowed to cut the highway. Your engineers
do not feel that boring would be successful due to the soil
conditions; however, the expense of attempting to bore would be
required in the highway permit.
4. The elevation of the substation control building would
necessitate the installation of a sewer lift station if the
Company is required to hook -up to the sewer line. This, of
course, would greatly increase costs.
5. The sanitation facilities being proposed would be used on a very
infrequent basis at the substation since the facility is
unmanned. It is felt that this infrequent use could cause a
maintenance and freezing problem during the winter months with
450 feet of sewer line and a lift station.
For the reasons stated above, it is requested that approval be given
to install a sewer holding tank at the Carbondale Electric Substation.
Public Service being a regulated public utility is charged by law with
supplying reliable energy to its customers at the lowest price possible.
While the sanitation facilities are important for its workers, it would be
extremely difficult to justify an additional $11,000 cost to connect to
Carbondale's sewer line.
