Box 926 Carbondale, CO 81623 Re: ISDS Review HCE File No. 92004.23 Dear Mr. Mayfield: On October 21, 1992, High Country Engineering, Inc. personnel visited your construction site at the north end of Blue Heron Lane, off County Road 100, near Carbondale. We reviewed the construction completed to date of an individual sewage disposal system (ISDS). The system was designed and shown on a plan by M.H. Lutkin, Colorado P.E. #16466, dated June 25, 1992. According to Michael Watts of the Garfield County Building Department, the plan was approved by the County and the Town of Carbondale. Our review was based on that plan. At the time of our visit, the septic and dosing tanks were in place and the sand fill, gravel base, and distribution piping were also in place and visible. The remainder of the gravel, the filter fabric, the topsoil, and the finish grading for proper surface drainage were not yet completed. The pump had not been installed in the dosing tank. The construction in place at the time of our observation conformed to the design plan we were provided. If you or the County have any questions, please feel free to call. Glenwood Springs, CO 81601 -3003 RE: MAYFIELD RESIDENCE, CARBONDALE, CO. - WASTE DISPOSAL SYSTEM PERFORMANCE TESTING Dear Mr. McMurray: As you are aware, Mr. Allen Mayfield would like to begin construction of his waste disposal system as soon as possible so as to complete it before inclement weather sets in. Prior to placing the system in operation it is recommended that ground water samples be taken at the two sampling points shown on the enclosed sketch. These samples should be analyzed for parameters of interest to the City of Carbondale to establish background conditions. Six months after the system is placed in operation samples should be taken at the same locations and analyzed as at the outset. Thereafter two samples should be taken and analyzed no more than two times each year. It is assumed that Nitrate Nitrogen is of primary interest, however, it up to the City of Carbondale to select the final list of parameters to be monitored. Please confirm that the biannual sampling and analysis will be conducted by City of Carbondale personnel at no cost to Mr. Mayfield (City personnel presently take frequent water samples at a point on Mr. Mayfield's property). We will also appreciate it if the City of Carbondale will furnish Mr. Mayfield with a copy of all analyses of samples taken and pertinent records of samples taken at the Carbondale wells near his house. This septic system is proposed to be located approximately 450 feet upstream and upslope from the Town of Carbondale's drinking water well field. This well field is located in the Roaring Fork River alluvial. The wells are relatively shallow. The wells have exhibited some fecal coliform contamination in the past. The proposed septic system is an unlined sand filter that will communicate directly with the shallow aquifer. This situation will aggravate an already serious and potentially hazardous predicament. We would recommend that a septic system not be allowed in this area. Indeed, should the Town of Carbondale object to the location of this septic system, they can prohibit contamination within a 5 mile radius of their drinking water source. If no other alternative exists, we would recommend that as an absolute minimum, the proposed disposal field be redesigned as a total evaporation system and be lined such that no connection can occur with the groundwater. Allen Mayfield ISDS _ Dear Jim, #II I recently contacted Peter Ware at the Town of Carbondale to discuss this project, which includes a proposed mound system in the proximity of the Town's well field. Peter Ware's primary concerns were the long -term operation of the proposed sewage disposal system and potential nitrate contamination of the groundwater. This letter provides some information in response to these concerns. Regarding the long -term operation of the proposed system, I recommend that the design include land set aside for a back -up disposal system as shown on the enclosed Site Plan. A new mound system would be constructed in the event of failure of the original system (due to clogging of the sand pores), and the original system would be rehabilitated. Regarding potential nitrate contamination, residential wastewater is not a significant source of nitrate. The enclosed table obtained from the EPA Design Manual for Onsite Wastewater Treatment and Disposal Systems indicates that nitrate and nitrite concentration in residential wastewater are typically less than 1 mg /liter; the drinking water standard is 10 mg /liter.
