*CONDITIONS:
1. All installation must comply with all requirements of the Colorado State Board of Health Individual Sewage Disposal Systems Chapter
25, Article 10 C.R.S. 1973, Revised 1984.
2. This permit is valid only for connection to structures which have fully complied with County zoning and building requirements. Con-
nection to or use with any dwelling or structures not approved by the Building and Zoning office shall automatically be a violation or a
requirement of the permit and cause for both legal action and revocation of the permit.
3. Any person who constructs, alters, or installs an individual sewage disposal system in a manner which involves a knowing and material
variation from the terms or specifications contained in the application of permit commits a Class I, Petty Offense ($500.00 flne — 8
months in jail or both).

Dear Mr. Jacobsen:
This leper concerns the Jack Snobble properly near Carbondale.
On Nov 25, 1995, I inspected the constructed wetland system being used at the Snobble house to
treat household wastewater. I collected water samples from various points in the system, and in the
surrounding drainage, stored these samples under standard conditions, and delivered them to the
laboratory of the Colorado Department of Public Health and Environment in Den ver. 'rho samples
were analyzed for fecal coliforms. Results were reported to Mr Snobble earlier. "his letter is to
} chtri(y the Significance of those reported numbers, as a measure of the effectiveness of the treatment

the ttektructed wetland is within the surface and subsurface drainage path of natural wetlands on
t.'' the 5 ilbhble Property, and the natural wetlands extend both upstream and downstream from the
constructed system. Considering both the constructed and natural wetlands, as far as the point where
thetiatural drainage channel leaves the Snobble property, to be an integrated treatment system, it is
