Bartlett 0476 Panoramic Dr. Silt, CO 81652 Phone /fax 970 - 876 -1920 March 4, 1999 Mark Bean, Director Garfield County Balding & Sanitation Department Phone 945 -8212 Fax 945 -7785 Dear Mr. Bean; This letter is a follow up of our brief phone conversation on March 4, 1999. On or about 6/4/96 a sewage disposal permit, # 2616, was issued to David Bartlett of the above address. The installer's name, the inspectors name and details of the permit are on the permit. On or about 7/1/ 19981 began to experience problems with the leach field. The efluent was "daylighting" from the leach field. I called the installer, Jon Larson, to discuss the problem. He felt that it was a temporary problem that would take care of itself, and suggested that we slack off on our useage of the system. I should mention that there are only 2 adults living at this residence and that according to the useage meter on my water sofiner that average daily use is 80 gallons. In November and December the "daylighting" problem renewed. At the suggestion of Jon Larson I had my septic tank pumped in order to let the leach field "dry out ". Mr. Scott Moyer of the FG & S septic in Silt was hired by myself to pump the tank and scope the pipe to the leach field to try to determined why a relatively new septic system was not operating properly. It was determined that the efluent was not leaching properly and that the field should be opened up to inspect the installation. The entrance pipe to the field was opened on or about 2/17/99 by Jon Larson . Scott Moyer stopped by to look at the installation and felt that the leach field did in no way meet the County requirements. Scott was surprised that the inspector of record, Ken Golder, would have approved the system ' as installed. Scott in a chance meeting with your current inspector, Arno , asked him to stop by my residence to look at the installation. Arno did stop by and in my conversation with him he indicated that he would never have passed the installation and that the installer and the Garfield County Inspecter were at fault. Arno and I did have a discussion of several options to repair the existing leach field and I indicated that I would have an engineer friend look at available options also. Jon Larson feels that he has no additional responsibilty to make repairs to the leach field because he said he was in compliance with County regulations and installed the field as required by the County inspector of record, Ken Golder. It is my understanding that Ken 03/057/1999 14:00 9708761920 DATGDBPTJDU PAGE 02 Golder is no longer employed by Garfield County as a Sanitation inspector. My concern is to have the septic system functioning properly and to meet county codes. In order to do that, it may require moving the part of the existing leach field to an adjoining area, and at the county's discression, require plot plan and perk tests. Under the circumstances I do not feel responsible to pay additional fees to Garfield County for this service. I would propose that a meeting of the County officials, myself and the installer, Jon Larson be instituted to get a resolution to the situation. (Sinew y, lea,.. David S.
