Dear Mrs. Rauman: It has come to my attention that a house under construction under Garfield County Building Permit No. 5118, located at 2158 County Road 250 is being occupied. The Uniform Building Code adopted by Garfield County requires that a building have a final inspection and approval prior to the occupancy of the building. I would like to point out that the State of Colorado also requires approval of the final t electrical inspection prior to occupancy. As the signature on the permit application you are requested and required to contact this department within seven (7) days of the date of this letter regarding this matter. S// GARFIELD COUNTY Building and Planning AGREEMENT REGARDING CERTIFICATE OF OCCUPANCY Thursday, June 29, 1995 WHEREAS,Russell and Rose Rauman (hereinafter "Owner ") has applied for a Certificate of Occupancy for a house located at 2158 County Road 250, Garfield County, Colorado (near Silt) under permit No.5118 and, WHEREAS, the following items have been determined to be apparent defects or deficiencies with the application which encumber the issuance of a Certificate of Occupancy until they have been resolved pursuant to codes adopted by Garfield County and approved by the Garfield County Chief Building Official: 1. The exterior decks and guardrails are not complete. 2. The eaves/soffit/fascia and roof structure ventilation are not complete. 3. The exterior siding is not complete to ensure a weather resistant exterior. 4. There is a hole in the exterior of the foundation wall on the east side. 5. Final grading around the home has not been complete. 6. The Uniform Building Code adopted by Garfield Count requires that a building have a final inspection and approval prior to the occupancy of the building. You had asked for a final inspection to be performed on Friday, June 23, 1995. My inspection of your home on Friday afternoon revealed several conditions that prevented it from being able to pass a final. inspection. Successful passing of the final inspection is needed to obtain a Certificate of Occupancy. A Certificate of Occupancy is required by law before the building is used or occupied. Implicit in the term "Final Inspection" is that the structure is complete and ready for occupancy or use. The final inspection is intended to be a "wrap up" of the many small details that need to be completed before occupancy. You have requested that a Certificate of Occupancy be issued by our department so that you may legally occupy your home. It is our obligation to ensure that a home is safe, secure and essentially complete before it can be occupied. Therefore, the following items will need to be completed and pass a final inspection before the home can be occupied, and before a Certificate of Occupancy can be issued. A. Post correct address (2158) at the street. 2. For r furnace The furnace must be made fully. operational. Heating ducts must be installed in such a manner at heated air will be supplied to each habitable room on the main level of the home. Reason: Section 1212 of the.UBC requires any dwelling unit to be provided with heating facilities capable of maintaining a room temperature of 70 degrees F. at a point 3 feet above the floor in all habitab ; ooms, Flue pipe for water heater and furnace - The flue pipe shall terminate not less than 4 feet a.. the roof line. There needs to be a rain cap on the end of the flue. The flue pipe needs to be sealed between the pipe and the foundation wall: (A thimble), Reason: Section 906 of the '88 UMC (Uniform Mechanical Code) states that the vent pipe terminations shall extend above the roof surface, through a flashing, and terminate in a listed vent cap installed according to the manufacturers directions, and specifies the minimum height above the roof that the vent can terminate. When the exterior chase around the flue pipe on the west side of the home is completed, make sure that proper clearances between the chase and the flue pipe are maintained. Refer to the - flue pipe " ufacturers specifications. 4 When the laundry room is enclosed with drywall, you must install a louvered door to provide adequate combustion air for gas fired appliances. fi (3 Basement garage door - (A) Install locking doorknob. (B) Install automatic self - closing device(s). (C) Ensure that there is a tight seal all around door. CI Properly terminate temporary loft guardrails by spiral staircase, according to UBC regulations. e ends of handrails/guardrails should terminate in a newel post that protects the area between the guardrail and the spiral staircase from accidental falls. 7 0 Block access to any unfinished deck areas. If the basement area is to be used for sleeping purposes, it will need to have a properly installed egress window. The remaining items, such as incomplete door frame and window trim, incomplete flooring, wood stove area tile and trim, receptacle and switch cover plates, interior door knobs, Jenn -Aire vent covers, incomplete upstairs bathroom, garage doors, garage pedestrian door, exterior siding trim, etc., may be done at your leisure after completing the above items within the specified time period.
