Dear Hougland:
Enclosed, please find a set of three (3) applications for building permits needed for
the new gas processing plant construction near Rifle, Colorado. The applications are for
the 3 buildings on the new site which exceed the 120 sq. ft. threshold. I have included all
engineered structural and foundation information on these buildings.
To aide in your review of the applications, the gas measurement and processing are
being built to maintain the quality of the gas flowing into the new Rifle -to -Avon pipeline.
Construction is being done as a joint project between Public Service of Colorado and
Rocky Mountain Natural Gas Company. Originally, no buildings were planned for the
facility. Once a decision was made to process the gas, it was further decided that a used
gas plant (with used buildings included) would be relocated from near Rangely, Co. to the
Rifle Gas Plant site. The 2 large buildings (Compressor and Office Control buildings)
included in the application set are going to be dismantled and re- erected on new
engineered foundations at Rifle. The small Gas Quality building is new and includes a
concrete mat as part of the structure.
The valuation assigned to each structure is the current depreciated book value of
the used building as charged to the job or the purchase price for the new building.
Because the facility has been designed to operate unattended, no provisions have
been made for water, sewer or septic system facilities into the project.
