Dear Mr. Jenkins: Thank you for your prompt response to the plan review comments regarding this facility. Your comments and the enclosures provided address the review comments and verify compliance with codes adopted by Garfield County with one exception. The exception is Item B -3. regarding draft stops. Your comment indicates that the "space above the ceiling is not an attic." I do not agree. While the U.B.C. does not define "attic" in Chapter four it indicates that Webster's Third New International Dictionary of the English Language, Unabridged shall be considered as providing ordinarily accepted meanings. This dictionary defines attic as ": a room or a space immediately below the roof of a building ". I have also enclosed a copy of a portion of the commnents contained in the electronic version of the Handbook to the 1991 Uniform Building Code, Section 2516 (f) Fire Blocks and Draft Stops. Based upon this infonnation, my determinations is that the space in question shall be draft stopped as required under Section 2516 (f) of the 1988 U.B.C. (f) Fire Blocks and Draft Stops. Fire blocks and draft stops are required in combustible construction to cut off concealed draft openings (both vertical and horizontal). The code requires that fire blocks and draft stops form an effective barrier between floors and between the top story or attic space and, furthermore, that attic spaces be subdivided, as will be discussed later along with concealed spaces within roof - ceiling and floor - ceiling assemblies. Figures Nos. 25 -10 through 25 -13 (pages 213 through 215) depict U.B.C. requirements for fire blocks. Experience has shown that the greatest damage occurs to conventional wood - framed buildings during a fire when the fire travels unimpeded through concealed draft openings. This often occurs before the fire department has an opportunity to control the fire, and greater damage is created as a result of the lack of fire blocking. For these reasons, the code requires fire blocks and draft stops to prevent the spread of fire through concealed combustible draft passageways. Virtually any concealed air space within a building will provide an open channel through which high- temperature air and gases will spread. Fire and hot gases will spread through concealed spaces between joists, between studs, within furred spaces and through any other hidden channel which is not fire blocked. The platform framing which is used most often today in wood -frame construction provides adequate fire blocking between stories in the stud walls, but care must be exercised to ensure that furred spaces are effectively fire blocked to prevent transmission of fire and hot gases between stories or along a wall. For this reason, the code requires that fire blocks be provided at 10 -foot intervals horizontally and vertically along walls which are either furred out or of double -wall construction. Care must also be exercised to fire block openings around vents and pipes which penetrate wood members which would otherwise act as a fire block. In this latter case, and for fire blocking around chimneys, fireplaces and similar openings, the code requires that the fire blocking be of noncombustible materials. Except as just described for fire blocking around chimneys, fire blocking materials are required to consist of lumber, particleboard and plywood of the thicknesses specified; gypsum board; asbestos board; mineral fiber; glass fiber; or any other approved materials securely fastened in place. The use of the word "approved" is defined in Chapter 4. Draft stops are utilized to subdivide large concealed spaces such as attics, concealed spaces within roof and floor - ceiling assemblies, false fronts set out from walls, and similar concealed spaces. Figures Nos. 25 -14 (page 216) through 25 -17 show U.B.C. requirements for draft stopping. In attics, the code requires draft stops under the following circumstances: 3. Other uses. Draft stops are required by the code to be installed in attics of nonresidential buildings, mansards, false fronts set out from the walls and similar concealed spaces so that the area between draft stops does not exceed 3,000 square feet with the maximum horizontal dimension limited to 60 feet. The space is not "concealed" as is typical with "mansards, overhangs, or false fronts" as referenced by the UBC, but is totally accessible via the suspended ceilings or access doors in each space. As indicated, we would appreciate further explanation from ICBO of the applicability of the requirement in this case. Reference the enclosed drawings revising the room elevations for toilet room 122. Item B-6. The Water Cooler was originally shown with a spout height of 36" in conformance with ADA requirements. Comment P -3 Plumbing and mechanical must comply with the Uniform Plumbing Code (U.P.C.) and the Uniform Mechanical Code (U.M.C.). Response We have followed the 1991 UPC and UMC codes to the best of my knowledge. Comment P -11 All gas piping shall be installed and sized correctly, pressure test is required a minimum of 10 lbs. for 15 minutes, (Section 1206 of the U.P.C.). Response The natural gas piping is sized correctly. Comment P -1.2 Pipe insulation shall have a flame spread rating not to exceed 25 and a smoke density not to exceed 450, (Section 1713 (b)., U.B.C.). Response Specification calls for 25 and 50, which is better than the requirement. Comment P -1.a Provide a floor drain for the temperature and relief valve on the hot water heater. It shall be a pressure vacuum breaker (P.V.B.) or reduce pressure backflow device (R.P.) (Reference Section 1003, or the U.P.C.) It is the Contractor's responsibility to install the correct backflow device. Response Glen Bodner, Chief Sanitarian, Colorado Department of Health, saw no problem as non hose connection faucets are used and sinks are air gaped. Art Hougland agreed. Comment P -3.a Coordinate all water and sewer line extensions, connections and pressure tests within the building with the Garfield County Building Inspector, prior to backfill, (Section 371, (a)., (b)., (c)., (d)., of the U.P.C.).
