By: Art Hougland, Chief Building Official Date: March 27, 1995 Subject: Notes, comments and requirements for compliance regarding storage building located at 0201 Ponderosa Dr., Western Hills in Garfield County. Comments: The storage shed is approximately 10' x 20', or 200 sq. ft. This building is over the 120 sq. ft. of roof area that is permitted for an exempt storage area under U.B.C. Section 301 (b). The building is required to have a roof with a live load capability of a minimum of 40# per sq. ft. The roof is constructed with 2" x 4" joists @ 24" center to center. The roof structure is fabricated in the form of a truss with waferboard used as gussets. Because method of fabrication and use of non structural materials (OBS /waferboard) I am not able to verify the ability of the roof to provide a 40# live load as required under U.B.C. Section 3405. Wall construction appears to meet minimum code requirements and as pointed out by the owners consultant, is permitted to be supported on a treated foundation plate. Requirements for Compliance: 1. The owner is required to maintain a weather resistant roof on the shed to prevent deterioration of the OBS /waferboard gussets. Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling construction under the Uniform Building Code. This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following check list prior to and during design. PerApp01.94 Effective May 1, 1994 5 GARFIELD COUNTY BUILDING AND PLANNING February 10, 1995 Mr. Doug Robertson Certified Mail No. Z 209 194 385 0201 Ponderosa Dr., Western Hills Garfield County Glenwood Springs, CO 81601 Subject: Buildings constructed at the above address. Dear Mr. Robertson: Thank you for meeting with Don Owens and me last Wednesday and for showing us around these buildings. As I indicated when we met, these buildings (with the exception with the small shed between the greenhouse and large shed) require a building pennit under codes adopted by Garfield County. Verification is also required of the correct location of the buildings on the property. Garfield County has currently adopted the 1988 editions of the U.B.C. (Uniform Building Code); U.P.C. (Uniform Plumbing Code); and U.M.C. (Uniform Mechanical Code). My observations during the site visit indicate that most of the wood in contact with the earth is not naturally resistive to decay or is not pressure treated to prevent decay however, some of the 6 inch by 6 inch members are pressure treated. Codes adopted by Garfield County require that wood used in the construction of permanent structures and located nearer than 6 inches to earth be treated wood or wood of natural resistance to decay. (U.B.C. Section 2516 (c) 7.) Temporary buildings permitted to be constructed may be exempted from this requirement but such buildings are required to be completely removed at the expiration of a specific time limit stated in the permit. (U.B.C. Section 104 (e)). The general constriction of the sheds were of a concern in that some materials used in the construction are not structural materials that I will approve; i.e. OBS board gussets on roof trusses, supporting of double pane tempered glass panels in the greenhouse roof and in other locations. The construction framing of the room with the fireplace at the back of the property has been covered and 1 was not able to see it. This construction does not permit me to conclude that the buildings are constructed in accordance with codes adopted by Garfield County. 109 8th STREET, SUITE 303 . 945 -8212 / 625 -5571 / 285 -7972 . GLENWOOD SPRINGS, COLORADO 8160' • INDEPENDENT PROFESSIONAL BUILDING INSPECTION 45855 HWY 6, CANYON CREEK LOT #63 GLENWOOD SPRINGS, CO 81601 (303) 945 -4418 February 27, 1995 Doug and Debra Robertson Res. 201 Ponderosa Glenwood Springs, CO 81601 No. 022295 INSPECTION REQUEST This letter is in response to a scheduled inspection at 201 Ponderosa Drive on February 20th, 1995. Present at the inspection were Doug Robertson and myself The owner has submitted an improvement survey dated 5- 23 -91, and other drawings concerning construction of the Gazebo type building at the back of the property and a greenhouse built of used patio door replacement glass panels. Also, refer to letter dated February 10th, 1995, from the Garfield County Building Official. The Gazebo or six sided building built at the back appears to be approximately 10 feet from the property line, and centered within the 25 foot utility easement as shown on the improvement survey. According to the owner, there exists 10 one acre lots behind his property and to the Northwest. In my opinion only, without checking any geological survey information, these one acre lots exist in an extreme mitigation district and they will be cost prohibitive to develop. However, they still exist as lots which exist between the subject property and BLM land. The sole purpose of codes and regulations is not to create problems but to eliminate any potential unsafe conditions. The building is safe and of good value with some discrepancies as follows: 1. The deck will need a handrail on one side in compliance with chapter 17 of the U.B.C. 2. The zero clearance fireplace shall have a cap and spark arrestor and needs to cleaned; a 16 inch hearth is required and any insulation or wood framing needs to be 2 inches away. 3. In accordance with section 2907 (b) exception: 1 A one story wood ar metal frame building not used for human occupancy and not over 400 square feet in floor area may be constructed with walls, supported on a wood foundation plate when approved by the Building • • • Page 2 Official. The interpretation of this section form the building standards is clear. Also, any plywood closer than 18 inches to grade shall be pressure treated. 4. The roof loading wood structural members meet the minimum design criteria as set forth in the U.B.C. Greenhouse and storage shed: Of the five different classes of glass used to resist human impact, tempered glass has been most used for doors and windows. It is my opinion that these patio door replacement panels have been used in construction of the greenhouse. When broken, tempered glass fractures into small cubes. This type of glass cannot be cut or drilled. (Reference section 3402 sloped glazing U.B.C.) This section states that fully- tempered glass is allowable in this application with the following requirements: Sections 3402, 3403 exceptions (1), (2), and (3) allow fully tempered glass overhead. In accordance with (section 3405 design loads shall be increased by a factor of 2.67 U.B.C.) In my opinion and based on (section 2311 (H) U.B.C.) concentric and eccentric type bracing is needed to resist any lateral loads. Horizontal bracing is also needed to support the truss system. OSB Board needs to be protected from the elements per. 25 -12 of the Uniform Building Standards. Other framing members in the greenhouse need attention and will need to comply with chapter 25 of the U.B.C. The foundation for the greenhouse is subject to (section 2907 of the U.B.C.) It appears to be founded on 6 x 6 pressure treated timber. The storage shed adjacent to the greenhouse is of sound construction and good value. Any exposed O.S.B. board will need to be protected. Obtain a building permit application, provide a reasonable evaluation based on value and labor. Please be aware of (section 304 (e) U.B.C.) In addition to the permit fee, the Building Official will likely double the fees. Note: Inspections are limited to components parts of the property which are readily accessible and visible on an ordinary basis. No responsibility is assumed for covered or hidden components, no penetrations of floors, chimney, chase walls, ceilings, or roofing included. Destructive testing or inspections will be provided only by special arrangements with all legal authorizations by the owner of the property. Certified Building Inspector 45855 Highway 6 Glenwood Springs, CO 81601 FOUNDATION REQUIREMENTS FOR RESIDENTIAL ACCESSORY STRUCTURES • Sec. 2907, Uniform Building Code (a) General Footings and foundations, unless otherwise specifically provided, shall be constructed of masonry, concrete or treated wood in conformance with U.B.C. Standard No. 29 -3 and in all cases shall extend below the frost line. Footings of concrete and masonry shall be of solid material. Foundations supporting wood shall extend at least 6 inches above the adjacent finish grade.
