Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling construction under the Uniform Building Code. This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. The tests were conducted in three separate holes running approximately east and west. The bottom elevations of all three pits were 48 inches below the existing ground surface and all three were 10 inches in diameter. Along with the three test pits, an observation profile hole was dug along the same line as the test pits. The profile hole was 7.5 feet deep by 2 feet wide and 8 feet long. The profile hole showed a 2 inch layer of topsoil with the rest of the depth consisting of a fine silty material. The first test pit was filled to a depth of 28 inches and measurements were taken every ten minutes. After 80 minutes, the percolation rate had leveled off to 20 minutes per inch and the final water depth was 22 inches. The second test pit was filled to a depth of 29 inches and measurements were taken every 10 minutes. After 85 minutes, the percolation rate had leveled off to 13.3 minutes per inch and the final depth of water was 16 inches. The third test pit was filled to a depth of 31 inches and once again measurements were taken every 10 minutes. After 85 minutes, the percolation rate had leveled off to 16 minutes per inch and the final water depth was 22 inches. Based on the percolation tests performed by Jerome Gamba & Associates, we would recommend using a percolation rate of 20 minutes_per inch. This is within the satisfactory range set by the Garfield County Health Department of greater than 5 minutes per inch and less than 60 minutes per inch.
