Dear Jim:
Having completed a structural investigation of the treated timber foundation for the subject property,
I have concluded that there are numerous deficiencies with the as -built system. These conclusions
are based on the minimum criteria which are specified in the Uniform Building Code Standard 29 -3
for Treated Wood Foundation Systems and include the following:
1. Foundation wall studs are overstressed up to 20% in bending, axial, or shear forces. This
is due primarily to the excessive height of backfill around most of the building
(approximately 8' -6" to 9' -0 ").
2. Connections at the top of the foundation wall are inadequate to support lateral earth
pressures. No metal connectors were used and the nailed connections are overloaded 50%
to 200%. The nails used in construction of the wall are not corrosion resistant, as required
by the Building Code.
3 In areas where floor joists Pan parallel to the foundation wall, virtually no top support exists,
and the walls are considered unstable. In the center portion of the west wall, out -of -plumb
measurements of more than 3 inches in 8 feet were noted.
4. Many concerns with regard to drainage were discovered. The Building Code is quite
specific about protecting treated timber foundations from water, but almost nothing was
done by the original builder. The following was noted:
a. Plywood joints were not caulked.
b. Polyethylene sheeting was not used (this is required for the full height of all walls).
c. Gravel fill behind the walls and under the footings was not used, nor was any
gravity drain or sump employed.
d. Surface drainage is relatively poor around most of the perimeter of the house.

The general conclusion of our investigation is that the timber foundation walls were either casually
or carelessly constructed, and as a result, serious deficiencies exist which threaten the stability and
useful life of the building. Repairs to remedy the aforementioned problems should be undertaken to
bring the building into code conformance.
