Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling construction under the Uniform Building Code. This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order w determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following check list prior to and during design. A fuel gas pipeline pressure test is required by the installer and the test is required to be witnessed and approved by the Garfield County building inspectot. Test must beat a minimum pressure of 10 psi and show no appreciable drop within 15 minutes. A gage capable of indicating pressures no higher than 60 psi shall be used in the test. 2. All stairs serving the unit on the exterior are to comply with the U.B.C. (Uniform Building Code) Section 3306 for rise, run, handrails and guardrail's. 3. All decks and porches which are more than 30 inches above grade are required to have guardrail's complying with U.B.C. Section 1711 with a minimum height of 36 inches. Guardrail's shall have intermediate rails or an ornamental pattern such that a sphere 6 inches in diameter cannot pass through. Grade (Adjacent Ground Elevation) is to be measured at points 5 feet horizontally from the level of the walking surface vertically to finished ground, floor or similar surface. 4. If manufactured home is placed on a basement foundation the foundation and the basement shall comply with requirements of the U.B.C., U.P.C. or U.M.C. including but not limited to: (a) Installation of smoke detectors in the basement and in the manufactured home. U.B.C. Section 1210. (b) Installation of escape or rescue windows. U.B.C. Section 1204. (c) Providing of light, ventilation and sanitation. U.B.C. Section 1205. (d) Providing of minimum room dimensions. U.B.C. Section 1207.. (e) Protection of insulating materials for flame spread requirements. U.B.C. Sections 1712 &;1713. (f) • Forming and placing of concrete for foundation and floor slab. U.B.C. Chapter 26. (g) The inspection of all framing as required under U.B.C. Section 305 (e). (h) . The inspection of all rough and /or underground plumbing as required under U.P.C. Section 318. 5. L.P.G. (Liquified Petroleum Gas) Appliances burning L.P.G. shall not be installed in a pit, basement or similar location where heavier -than air gases may collect unless such location is provided with an approved means for removal of unburned gas. An untrapped drain with a minimum diameter of 4 inches locatgd in the lowest area whera heavier - than -air vapors may collect is to run with a continuous slope to an exterior area which is not within a depression or recessed below adjacent terrain. b. The area of termination is to be determined by the building inspector as likely to remain free of standing water, ice and other debris that may prevent the flow and dissipation of unburned gas. c. The upper inlet and termination of the drainis to be provided with protection from the entry of debris or animals which may cause blockage of the drain. This protection is to be approved by the building inspector. 6. A final inspection of the placement, blocking, tie - downs, skirting, grading and compliance with above items is required and approval given by the building department prior to occu s anc of the manufactured home or occu . anc of the basement. 6. The Garfield County Zoning Resolution of 1978 with amendments through May 19, 1995, has been amended to read as follows: 2.02.07 (1) Building - Conventional and manufactured: A building constructed or erected on the lot or building site or a factory and built to meet the "Uniform Building Code" or "National Manufactured Housing Construction and • Safety Standards Act of 1974 ",.has a minimum dimension of twenty (20) feet wide and twenty (20) feet long and meets the local building code requirements for wind speed of 80 mph and 15 lb. wind load; anchoring requirements in accordance with installation standards based on the minimum basic wind speeds in miles per hour specified in the Uniform Building Code; and meets or exceeds the snowload requirements adopted by Garfield County. Any building meeting these criteria is defined as a single family dwelling and allowed in any zone district that allows a single family dwelling. MfgReg01.95 Efective June 7, 1995 4. GARFIELD COUNTY BUILDING AND SANITATION DEPARTMENT PROCEDURE REQUIRED FOR COMPLIANCE WITH TILE GARFIELD COUNTY SEWAGE DISPOSAL REGULATIONS: Step I: Application A. Obtain a standard "Individual Sewage Disposal System" application from the Building and Sanitation. Department, 109 8th Street, Suite 303, Glenwood Springs, Colorado 81601, 970 - 945 -8212 or 625 - 557I. 13. Return completed application, map to property, and diagram of site to the ,Building and Sanitation Department (Pages land 3) and building plans. 'INDIVIDUAL SEWAGE DISPOSAL SYSTEM PERMITS WILL NOT BE ISSUED WITHOUT A BUILDING PERMIT, C. Obtain a receipt for the applicable lee. Make check or money order payable to "Garfield County Treasurer ". FEES ARE NOT REFUNDABLE. D. Your Individual Sewage Disposal Permit will be issued provided no prohibitive problems are encountered. Step_11. Percolation Tests - SEE DETAILED INSTRUCTIONS ON PAGE 6 *A. Prepare three (3) percolation holes 4 feet deep, 8 to 12 inches in diameter, and 20 feet apart m the area of the proposed leach field area (Instructions for post hole or back hoe holes are on page 4). B. Fill percolation holes with water once for the required eight (8) hour soaking period. C. Request percolation test by Sanitarian. (To avoid construction delay, we suggest arrangements for percolation test be made at least 24 hours prior to the end of the soaking period). Please have at least five (5) gallons of water for each hole available at the site for the percolation test. *If a dry well (seep_age) is proposed consult with the Environmental Health Department for percolation test procedures. !!!IMPORTANT!!! Please be advised that ifthe Sanitarian's initial field visit to your property reveals any unusual difficulties such as high water table, excessive percolation rates, bedrock, etc., the services of a Colorado Registered Professional Engineer and /or Board of Health approval will be required prior to the issuance of your Individual Sewage Disposal System permit. Step III. Final Inspection A. When all components are in place, connected and ready to cover, request a final inspection by the Sanitarian. B. DO NOT backfill any part of the system prior to the inspection. C. The initial fee covers the pert test and one inspection before cover up. Any additional percolation tests will be charged at $100.00 each and additional inspections will be charged at $30.00 each. D. Upon final approval, carefidly cover th.e entire system.
