RE: "Location and Extent" review, pursuant to CRS 30- 28- 110(1), et. seq., for the lease
of 8.0 acres of property owned by the Colorado Mountain Junior College District
(CMC) for a compressor station to maintain a gas line pressure between the City of
Rifle and the Town of Avon, Colorado during the peak demand season located on
the CMC — Spring Valley property, southeast of the City of Glenwood Springs,
Colorado (LAEA 12 -11 -7079)
Dear Ashlee:
This office is in receipt of your application for Location and Extent application for a
Compressor /Pipeline Pump Station Not Subject to Article IX Review. The purpose of this letter
is to inform you that the application has been deemed technically complete. Please
understand that a determination of technical completeness by this office shall not be deemed a
recommendation of approval, finding of adequacy of the application, or a finding of general
compliance with any goal or objective of the Garfield County Land Use Resolution of 2008, as
amended or the Comprehensive Plan of 2030.
The application will be reviewed by Staff, a staff report will be generated and sent to you, and
the Planning Commission will discuss and review the application at a public hearing which has
been scheduled for Wednesday, March 14, 2012, on the Planning Commission's public hearing
agenda which begins at 6:30 PM. The public hearing will be held in the County Commissioners
Meeting Room, Garfield County Plaza Building,108 8th Street, Glenwood Springs, Colorado,
81601.
As a matter of process, the Planning Commission shall hold an advertised public hearing on the
proposed action at a regularly scheduled meeting. The Applicant shall be solely responsible for
the publication, property posting, and mailing of all notices. The Applicant shall present proof of
publication and mailing at or before the meeting. The item cannot be heard if correct noticing
requirements have not been met. Notice for the meeting shall be given as follows:
1. Notice by publication, including the name of the applicant, description of the subject lot,
a description of the proposal and nature of the meeting, and the date, time and place for
the hearing shall be given once in a newspaper of general circulation (the Rifle Citizen

Telegram is the official newspaper) in that portion of the County in which the subject
property is located not less than seven (7) nor more than thirty (30) days prior to the
hearing, and proof of publication shall be presented at the hearing by the applicant.
2. Notice by mail, containing information as described under paragraph (1) above, shall be
mailed to all owners of record as shown in the County Assessor's Office of lots within
two hundred feet (200') of the subject lot, all owners of mineral interest in the subject
property, and all tenants of any structure proposed for conversion to condominiums, not
less than seven (7) nor more than thirty (30) days prior to the hearing, and proof of
publication shall be presented at the hearing by the applicant.
3. The site shall be posted such that the notice is clearly and conspicuously visible from a
public right -of -way, with notice signs provided by the Planning Department. The posting
must take place not less than seven (7) nor more than thirty (30) days prior to the
hearing, and is the sole responsibility of the applicant to post the notice, and ensure that
it remains posted until and during the date of the hearing.
I have enclosed a suggested public notice which I will also email to you in MS Word format so
you can add necessary information such as the legal description of the subject site. A poster
will be necessary to meet the requirement for posting of the property and is included in this
hardcopy mailing to you.
These posting and public notice documents for the Planning Commission public hearing are
provided as a courtesy. The Applicant must verify that all information provided in these
documents is correct. As always, it is the obligation of the Applicant to correct any deficiencies
such that proper notice in form and substance can be established.
NOTE: Please submit 10 copies of the completed application and 1 complete application on
compact disk to this office no later than Friday, January 27, 2012. The digital version should
include a pdf of the entire application and a Microsoft Word version of the narrative and
supporting analysis. If the copies have not been submitted by this date, your public hearing may
be jeopardized.
