(HCSI) are authorized agents of Colorado Mountain Junior College District for the sole purpose stated herein: HCSI is authorized to represent Colorado Mountain Junior College District in preparing and submitting applications. HCSI is authorized to make representations on Colorado Mountain Junior College District's behalf during the permitting process in Garfield County for the following: 1. Prepare and submit application package for the Limited Impact Review for the Land Use Change Permit for the construction of a natural gas compressor station facility; 2. Prepare and submit the PUD Amendment application package for Colorado Mountain Junior College District's parcel #2393- 042 -00 -034; 3. Prepare and submit the Location and Extent application package for a Public Utility; and, 4. Prepare and submit associated building permits to the Colorado Department of Public Safety (CDPS) for the compressor station. Should Colorado Mountain Junior College District accept the terms and conditions of a permit issued by Garfield County, Colorado Mountain Junior College District will comply with all the terms and conditions associated with Rocky Mountain Natural Gas LLC's right to build the compressor station as set forth with Colorado Mountain Junior College District in the exclusive lease agreement and access agreements for the construction and operation of a natural gas compressor facility. HCSI will complete permitting packages with information supplied by Rocky Mountain Natural Gas LLC and contractors throughout the project and will comply with all terms and conditions between Rocky Mountain Natural Gas LLC and Colorado Mountain Junior College District. HCSI is granted authorization for accepting, authorizing and/or creating any obligations or liabilities of any kind whatsoever on behalf of Colorado Mountain Junior College District, or any of their parent companies, subsidiaries or affiliates during the Garfield County permitting process.
