HomeMy WebLinkAbout1.05 Project description.pdfII.1.b.4. — Project Description Spring Valley Compressor Station Sourceas Project Description The following narrative provides a description of a public utility proposed as part of the Location & Extent Review in accordance with Section 4 -112 (B). The PUD Amendment is being completed on behalf of Colorado Mountain Junior College District and Rocky Mountain Natural Gas LLC to allow industrial and commercial uses and the construction and operation of a natural gas compressor station facility within the Planned Unit of Development. Rocky Mountain Natural Gas LLC requires a new compressor station to maintain line pressure between the towns of Rifle and Avon in Colorado during peak demand season (winter). The pipeline carries merchant grade gas, and operates at 500 -1200 psig with an MAOP of 1200 psig. The compression capacity of the proposed Spring Valley Compressor Station is 80,000 million standard cubic feet per day (MMSCFD). The facility will include two natural gas engine powered compressors located in a normally unattended building, with provision for a future third compressor to accommodate potential increased capacity needs. The site is a greenfield site, and will require all infrastructure, buildings, and support systems including: • Fuel gas system • Emergency Shut -down (ESD) system with manual and automatic trip switches • Natural gas powered standby electric generator • Instrument /utility air system, complete with receiver, dryer, and filters • Storage tanks for lube oil, coolant, and hydrocarbon liquids, and a sump tank for floor drains. • Potable water and sanitary / septic system Pre - engineered steel buildings are proposed for the compressor station. The dimensions for each are listed below. The largest of these buildings will enclose the compressor and will also serve as an acoustical enclosure to reduce noise generated from the compressor. The proposed control and office building consists of two (2) offices for two (2) employees, a restroom with an emergency eye wash, a control room to house the control equipment, and a garage bay. An emergency generator will be kept in the proposed Emergency Generator Shed just south of the proposed control and office building. The proposed maintenance shed will be used to store spare compressor parts and repair equipment. The proposed compressor station construction: • A 20' wide by 30' long maintenance building (with HVAC) • A 15' wide by 40' long tank storage pad • A 50' wide by 120' long compressor building with a fuel gas heater located outside the building on the southwest corner of the compressor building • A block valve assembly SVCS — L &E 1 Sourceas • A 32' wide by 40' long emergency generator building (with air compressors) • A 30' wide by 40' long control and office building (with HVAC) • A utility pole along with a 20' utility easement and a 3 -phase overhead electric service line The location of this project is along the Rocky Mountain Natural Gas pipeline near Carbondale in Garfield County, Colorado. The proposed location will situate the Spring Valley Compressor Station in the northeast corner of the 5.05 + acre parcel to be leased from the Colorado Mountain Junior College District. The parcel of land containing the compressor station is situated in the northeast quarter of Section 4, Township 7 South, Range 88 West of the sixth (6th) Principal Meridian (P.M.), County of Garfield, State of Colorado. The station address has not yet been assigned by Garfield County. Initial operation of the compressor station will be less than full time, but is expected to operate 24 hours a day, seven (7) days a week, and 365 days a year (24/7/365 — full time). One full time employee will be onsite every day for eight (8) hours a day. The compressor station will be monitored full time (24/7/365) in Lakewood by Gas Control for both SourceGas and Xcel Energy. The air permits issued by the Colorado Department of Public Health and Environment (CDPHE) — Air Pollution Control Division (APCD) for the proposed Spring Valley natural gas compressor station are attached in [Tab I.1.b.13.m of the LIR Permit application]. Anticipated construction schedule: A. Overlot grading of site — May 2012 B. Pouring of building foundations — June 2012 C. Piping, equipment installation, and other associated work — May 2012 to November 2012 D. Building erection: a. Compressor building — July 2012 b. Control and Office building — July 2012 c. Emergency Generator Shed — July 2012 d. Maintenance Shed — July 2012 E.
