II.1.b.5. — Address Section 7 -102 Spring Valley Compressor Station Source Gas Article VII, §7 -102 Compliance with Comprehensive Plan and Intergovernmental Agreements: The proposed Spring Valley Compressor Station (SVCS) would be in compliance with the Garfield County Comprehensive Plan (2030; adopted 11/10/2010) — referred to hence forward as CP 2030, and is situated in Comprehensive Plan Study Area 2. The proposed project has taken in consideration all plan elements listed in Chapter 3. This project will be managed throughout its life according to the policies listed in Section 9, Mineral Extraction, of the Garfield County Comprehensive Plan 2030. Facilities that are appurtenances to oil/ gas development activities (compressors, etc.) are considered appropriate in all land uses so long as they meet the respective mitigation requirements of the ULUR to maintain compatibility with surrounding land uses.1 Such steps to ensure compliance include the following permits and documents: • Limited Impact Review o Land Suitability Analysis o Impact Analysis o Noise Study o Geology Report o Wildlife Report o Noxious Weed Management Plan o Traffic Analysis o Cultural Resource Analysis o Spill Prevention Control and Countermeasure Plan o Stormwater Management Plan o Emergency Response Plan o Soils Report o Reclamation Plan • Air Permits • Location and Extent Permit Section 1: Urban Growth Areas & Intergovernmental Coordination — CP 2030 The compressor station is located on Colorado Mountain Junior College District (CMC) property which is currently zoned as PUD. A PUD Amendment has been submitted congruently with this L &E application to modify the CMC guide to allow for compressor stations and /or other commercial or industrial uses on the property. The compressor station, situated in the northeast quarter of Section 4, Township 7 South, Range 88 West of the sixth (6th) Principal Meridian (P.M.), falls outside of the locally planned Urban Growth Area. There are no intergovernmental agreements between the County and CMC in the area where the compressor station will be constructed and operated. Please refer to Attachment 1 for supporting documentation. 'Garfield County Comprehensive Plan (2030; adopted 11/10/2010); Section 9 Mineral Extraction, Policy: 4, pg. 61 SVCS — Location & Extent 1 Source Gas Section 2: Housing — CP 2030 Section 2 is not applicable to scope of this project. Section 3: Transportation — CP 2030 The proposed roads associated with the compressor station would provide a road system for the associated traffic with regards to safety, separation from living areas, convenience and access. The access road would provide adequate access for police and fire protection. A basic traffic assessment was completed. Based on this assessment, the traffic increase associated with the SVCS is considered minimal. In the event dust suppression is required due to an increased traffic load associated with the SVCS, Rocky Mountain Natural Gas (RMNG) would dispatch water trucks to applicable stretches of roadway. When applicable, RMNG would provide signage to ensure the respective roadways are appropriately marked for commercial and residential traffic. To view the complete assessment, refer to section I.1.b.13.e of the SVCS Limited Impact Review. Section 4: Economics, Employment and Tourism — CP 2030 The development of the SVCS would not have an adverse impact on the surrounding area and is compatible with the scale, intensity and type of uses located on adjacent property. Please see section II. 1.b.8 for a map of the surrounding land uses. The development of the SVCS shall not reduce views and is not located in an area that would have an adverse affect on the tourism industry of the respective region. The respective construction shall not be visible from major roadways or residential development, and the design shall be compatible with the surrounding natural environment. It should be noted that the proposed compressor would sit in a topographic bowl and would be painted regulated muted colors in accordance with the surrounding landscape's vegetation. It should be noted that the proposed compressor station would have a positive effect on the region with regards to job security and creation especially during the construction phase of the proposed project. Section 5: Recreation, Open Space, and Trails — CP 2030 With regards to recreation and trails, this section is not applicable to the scope of this project. Construction of the proposed compressor station would continue to maintain greater than twenty - five percent (25 %) open space within the PUD. Section 6: Agriculture — CP 2030 The proposed project would not adversely impact agricultural operations on or adjacent to the project site. A sod farm is located on adjacent property and there is potential that rangeland/grazing could occur in the area and on the property. Adjacent property owners will be notified of hearings through various public notices, i.e. certified mail and newspaper, at least thirty (30) days prior to date of hearings. SVCS — Location & Extent 2 Sourcdas Section 7: Water and Sewer Services — CP 2030 The compressor station would not require more water demand than the eight (8) single - family equivalents; the associated requirements of the section are currently non - applicable. The proposed site requires water. The water would be trucked to the facility from an approved local potable water source. The respective water would provide the office building with potable tap water for use in an emergency eye wash station, sink and bathroom. The water distribution center would be adequate for providing water for the tap uses and waste water needs. The proposed water tank would accommodate 2,500 gallons of water. Please see Figure 1 for a visual illustration of the potable water system and Figure 2 for a visual of the septic leach field within the site plan. Per the Soil Capacity Percolation Report, I.1.b.13.n of the SVCS LIR, the proposed waste water system is adequate in accordance with Colorado Department of Public Health and Environment standards. During the construction of the facility, portable toilets would be provided for use. The proposed control and office building consists of two (2) offices for two (2) employees, a restroom with an emergency eye wash station, a control room to house the control equipment, and a garage bay. The office building will be connected to a septic system designed in accordance with state and county specifications. Section 8: Natural Resources — CP 2030 The potential impacts to the respective natural resources and mitigation strategies to minimize impacts and best preserve these natural resources have been defined in section I.l.b.12 — Standards and I.1.b.13 — Supplemental Materials of the SVCS LIR. This includes: • Wildlife habitat areas • Wetlands and water bodies • Water quality from pollutants • Erosion and sediment • Drainage • Storm water run -off • Air quality • Archaeological, paleontological, and historical culture Section 9: Mineral Extraction — CP 2030 The potential impacts to the respective natural resources and mitigation strategies to minimize impacts and best preserve these natural resources have been defined in section I.l.b.12 — Standards and I.1.b.13 — Supplemental Materials of the SVCS LIR. This includes: • Wildlife habitat areas • Wetlands and water bodies • Water quality from pollutants • Erosion and sediment • Drainage • Storm water run -off • Air quality • Archaeological, paleontological, and historical culture SVCS — Location & Extent 3 Saurcd as This project is prepared to meet the mitigation requirements of the Garfield County Unified Land Use Resolution (ULUR) of 2008 to maintain compatibility with surrounding land uses. Please refer to I.1.b.12 — Standards and I.1.b.13 — Supplemental Materials of the SVCS Limited Impact Review. In fact, it appears as though no record of the PUD was ever recorded. I looked at the title and there are some other resolutions (something for Pinion Pines, vacation of road way) but it doesn't look like there are agreements with Garfield County.
