Recitals
A. The Board of Connty Commissioners of Garfield Connty, Colorado, received a
request for a Limited Impact review to allow for a Pipeline/Pmnp Station to be located as
indicated on the JACE Proposed Pad and Driveway prepared by Construction Surveys and
attached hereto as Exhibit A.
B. The Pmnp Station is located within a 7-acre parcel, said parcel owned by JACE, LLC
and described in a deed recorded at Reception Number 265246 in the office of the Garfield
County Clerk and Recorder.
C. The subject property is contained within unincorporated Garfield Connty in the Roral
zone district on a parcel ofland located between the Colorado River and Connty Road 335.
D. A Pipeline/Pmnp Station requires a Land Use Change Permit in the Roral Zone
Districts.

E_ The Board is authorized to approve, deny or approve with conditions a Land Use
Change Permit pursuant to the Unified Land Use Resolution of2008, as amended.
F. The Board of County Commissioners opened a public hearing on the 5th day of April,
2010 for consideration of whether the proposed Land Use Change Permit should be granted or
denied, during which hearing the public and interested persons were given the opportunity to
express their opinions regarding the request.
H. The Board of County Commissioners closed the public hearing on the 5th day of April,
2010 to make a final decisioo.
L The Board on the basis of substantial competent evidence produced at the
aforementioned hearing, has made the following determinations of fact
I. That proper public notice was provided as required for the hearing before the
Board of County Commissioners.
2. The hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at that meetiog.
3. That for the above stated and other reasons the proposed Land Use Change Permit
for a Pipeline/Pump Station on a 7 -acre parcel in the Ruml zone district is in the best
interest of the health, safety, morals, convenience, order, prosperity and welfure of the
citizens of Garfield County if recommended conditions of approval are adopted.
4. That, with the adoption of recommended conditions, the application has
adequately met the requirements of the Garfield County Unified Land Use Resolution
of 2008, as amended.
RESOLliTION
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield
County, Colorado, that:
A. The forgoing Recitals are incorporated by this reference as part of the resolution.
B. The Land Use Change Permit for a Pipeline/Pump Station through a Limited Impact
Review is hereby approved subject to compliance with the following conditions:
I. That all representations made by the Applicant in the application and at the public
hearing before the Board of County Commissioners, shall be conditions of approval,
nnless specifically altered by the Board of County Commissioners.

2. The Land Use Change Permit issued for the Pipelioe!Pump Station permits pumpiog
of fresh water from the Colorado River for impoundment on the Jolley ParceL
3. The site and activity shall comply with all federal, state and local requirements
including laws, permits and standards.
4. Prior to issuance of the Land Use Change Permit the Applicant shall be required to
obtaio a buildiog permit for the constructed pump station and pay double the building
penni! fee due to permitting of the activity after the fact
5. The revegetation process shall be initiated within 60 day~ if use of the pipelioe for
fresh-water conveyance to the Jolley water impoundment fucility ceases.
Revegetation shall meet the requirements of Sections 4.06, 4.07 and 4.08 of the
Garfield County Weed Management Plan (Resolution 2002-94) or the site
reclamation standards io place at the time of the use cessation, whichever is more
stringent Should the property owner continue the use for agricultural purpo= after
cessation of the use for Oil & Gas activities the property owner may request release
of the bond.
6. Prior to issuance of the Land Use Change Permit the Applicant shall provide recurity
for revegetation io the amount of $4,250 for I. 7 acres of disturbance associated with
the Pipeline/Pump Station.
7. Prior to commencement ofiostallation of the pipelioe the contractors/consultants sball
meet onsite with a representative of County Road and Bridge to discuss the safety
aspects of the project and protection of traffic on CR 335.
8. The Applicant sball comply with the Construction Management Plan ioeorporated
hereio by reference and attached as Exhibit B.
9. The Applicant sball maiotaio its contract with the WDWCD (No. 0811200E(a)), and
ensure that all annual payments required thereio are timely paid to WDWCD.
10. Prior to issuance of the Land Use Change Pennit, the Applicant shall confirm the
Filing of a Notice of Intent to Construct a Non-Jurisdictional Dam with the State
Engioeer' s Office.
I L The County's approval of the adequacy of the water supply plan for the Jolley Mesa
Facilities sball be effective unless there is a material change io either the water supply
or water demand for the proposed development or in the event the Applicant fails to
obtaio the requisite legal entitlements with conditions which establish the adequacy of
the water supply plan. If there is such a material change io circumstance or failure to
obtaio proper legal entitlement, the Board of County Commissioners may reconsider
sufficiency of the water supply even after the origioal Land Use Change Pennits are
approved.

CONSTRUCTION MANAGEMENT PLAN

PIPELINE PROJECT
WILLIAMS PRODUCTION RMT COMPANY

Introduction
March30, 2010
Tills Construction Management Plan (CMP) has been prepared to provide construction and safety
guidance information regarding the installation of an 8" diameter steel pipeline from the Colorado
River to the Jolley Mesa water impoondment structure. 1b.e pipeline is 3600 feet in length and is
currently proposed as 1000 feet of buried pipe on level topography and 2600 feet of aboveground
pipe on a hillside section. Adjustments to buried and aboveground footages may occnr dnring
installation.
The landowner has specifically requested an aboveground fustallation on the hillside
portion to minimize visual construction and vegetation impacts to the property. The pipeline is
associated with development of natoral gas resources by Williams Prodncfion RMT. Alignment and
profile drawings are attached.
Pipeline construction will consist of both typical trench and bory instsJ!ation methods for buried
sections; and ground friction and thrnst block restraint methods for aboveground sections. At Couoty
Road 333, the pipeline will be bored under the roadway. Valve boxes, air vacunm releases, line
markers aod cathodic test lead risers may be installed at regolar intervals along the pipeline route.
The aboveground portion of the pipeline shall be installed and secured with concrete thrnst-block
restraint methods. Williams Production RMT Company bas 25 years of elCtensive experience and
success ntilizing this technique with the installation and construction of aboveground pipelines on
hillside slopes. Tills history includes i!l1 impeccable record of reliability and safuty by virtue that
every installation bas been safely constructed, without failure, and remains operational. A list of
Williams' aboveground pipeline projects along with select photographs are attached.
The general practice has been to construct aboveground pipeline systems utilized structural steel pipe
anchored with concrete thrnst blocks at the top and bottoms of the slopes. Additionalthmst blocks
may added along alignments. This methodology is very non-evasive and eliminates wide hillside
scares left from excavation activities; access roads; and long term view shed issues associated with
vegetation rerr:ioval and re-establishment Paramount, howev-er. is safety. This technique eliminates
the placement of opemtors} equipment and materials on precarious and dangerous steep grades.
Potential dust, engine emissions, accidental material and rock fall hazards, fuel spills, wildlife
impacts are also reduced.
Project Survey and Precoustrnction Activities
Prior to the construction of the project, numerous preconstruction activities will be completed. These
activities includ ecessarily limited to, land surveying, selection of final pipeline
aligrunent facility locations, ordination with land owners and other affected interests,
procurement o rna: selection of construction contractors. A preconstqiction meeting will
be held with the Garfield County Road and Bridge department to discuss and finalize the

construction schedule, road safety, traffic control and hours of wmk operations. Existing utility
locations will be identified and flagged to avoid damage and disturbance.
The limits for all construction staging areas and 1he location of access road entry points will be
identified.
Project Drawing, Engineering Specifications and Standards
Project drawings will include 1he following:
• Pipeline alignment sheets (5 total attached)
Although the pipeline will transport water, the controlling standards for the pipe pressure design and
construction of the worlc will be 1he U.S. Department of Transportation (DOl) Pipeline Safety
Regulations 49 CFR 192 Transportation of Natural Gas aod Other Gas by Pipeline: Minimum
Federal Safety Standards, latest edition. Where 49 CFR 192 does not address particular design,
construction or operation requirements necessary fur the work, the provisions of American Society of
Mechanical Engineers ASME Code B31.8 Gas Transmission md Distribution System Piping System,
latest edition, will be incorporated into 1he worlc. 01her applicable codes, regulations and standards
will be applied to the worlc when referenced by the controlliug 49 CFR 192 regulation and ASME
B31.8 Code and as o1herwise determined by normal and customary standard of practice for this type
and nature of work.
Structural steel pipe meeting or exceeding API 5L X42 specifications will be utilized for this project
This pipe has. a mioimum yield strength of 42,000 Ibs per square inch {psi) and a teosile streogth of
60,000 lbs psi. All pipe joints shall be welded aod radiographically {x--rayed) inspected for
conformance with 49 CFR Part 192, Subpart E, ''Welding of Steel in Pipelines" and API Staodard
1104-"Welding of Pipelines and Related Facilities" specifications. A specialized contractor
certified to perform radiographic inspection will be employed to perform this worlc. Reinforced
concrete thrust blocks shall be installed at both terminuses of the aboveground pipeline section.
Concrete mix shall have a minimum ultimate conrpressive streogth of 3000 psi.
The pipeline's pump bas a designed operating pressure of approximately 480 psi to lift 1200 gallons
per minute. Utilizing U.S. Department ofTransportation (DOl) Pipeline Safety Regulations 49 CFR
192.105 -Desigu Formula for Steel Pipe, the proposed 8" structural steel pipeline bas an estimated
maximum allowable working pressure of 1950 psi. This provides a fuctor of safety of approximately
3 or greater.
Construction Phase
All worlc shall be carried out in a safe manner in accordance with all local building codes and the safuty
requirements offue Colorado State Division of Labor and OSHA. Work shall be scheduled and abide
by 1he traffic cootrul and safety plau developed, and in cooperation, with the Garfield Couoty Road
aod Bridge Department Williams' Contractor will be required at the time of the pre-construction
meeting to present a safety plan describing how he and subcontractors or materials suppliers on 1he job
site will safely conduct work activities in accordance with OSHA staodards. Provide adeqllllle
measures fur 1he protection and safuty of workmen, adjacent public aod private property, aod passers-
by to the site. Provide shoring, sheeting aod bracing to prevent caving, erosion, and gullying of sides of
excavation. Provide fur surfuce drainage dming the construction period in a mauoer to avoid creatiog a
mrismce to adjacent properties. Prior to completion of 1he work, remove from the job site all tools,
surplus material, scrap, eqoipment, debris, aod waste.

Vegetation will be cleared as necessary along the bmied pipeline sections to provide for safe and
efficient operation of construction equipment and to provide space for temporary storage of spoil
material and salvaged topsoil_ In general, the width of the clearings will be kept to a practical
minimmn to avoid undue disturbance. Brush clearing will be limited to trimming and/or crushing to
avoid disturbance of root systems. All brush and other materials that are cleared will be windrowed
along the alignment Where necessary, all brnsh and other debris cleared will be dispnsed of in
accordance with instructions from the jurisdictional agency or landowner and all applicable laws and
regulations. Topsoil removed dwingthe clearing and grading operations will be segregated from
subsoils. At a minimum, the first 6 inches of surfitce soil would typically be separated. These
topsoils will be preserved for subsequent restoration activities on 1he easement
Doring aboveground pipeline installation, all wade shall be scheduled and abide by the traffic control
and safety plan developed, and in cooperation, with the Garfield County Road and Bridge
Departroent. As currently configured, the abovegronnd pipeline sball be installed from Station 8+00
and placed nntil reaching its terminus at around Station 34+00. Aboveground pipeline sections shall
be _;velded and radiographically weld-tested per DOT aud API regulations prior to being installed.
Pipeline sections shall be lowered ulto place while tethered by two steel cables connected to two
bulldozers or sinrilar equipment. Reinforced concrete thrust blocks will be installed at or near
Stations 8+00 and 34+00 to provided additional pipeline restraint. The operation will be continuously
mouitored dnriog placement activities.
When requrred by controlling agency or the landowner, construction activities will not be conducted
during conditions when the soil on the easement or access roads are too wet to adequately support
construction equipment In such instances and where construction equipment creates excessively
deep rots, construction activities will be discontinued lllrti! soil conditions improve_
All survey monuments located within the easement will be protected doriog construction activities.
Survey monuments inclnde, but are not limited to, General Land Office and Bureau of Land
Management (BLM) Cadastral survey comers, reference comers, witness points,. U.S. Coastal and
Geodetic benchmarks and triangulation stations, military control monuments, and recoguizable civil
survey monuments. In the event of obliteration or disturbance of any of the above, the incident will
be duly reported. Where General Land Office or BLM ROW monuments or references are obliterated
doriog construction, the services of a registered land smveyor will be employed to restore the
monnmcnts in accordance with established procedures_ Each such survey would be duly recorded
with the appropriate county and other jurisdictional agencies.
A typical ditch will be excavated 36 to 48 inches wide and approximately 60 inches deep. The depth
of the ditch will vary with the conditions encountered. The cover from top of pipe to grormd level
will generally be 48 inches. In extensive rocky areas, this may be redoced to between 30 and 36
inches. Occasionally, the ditch will be excavated to depths greater tbao the general values specified.
The ditch will be excavated to pass dee:per beneath railroads, roads, streams, drainages, other
pipelines, and other obstructions, if encountered. Existing pipeline locations will be marked in the
field and 48-hour prior notification given to the pipeline or other undergrormd utility operator.
The section of pipeline located nnder County Road 335 has beeo bored to elimioate open road cut•
and traffic disroptions_ Boring methods may include horiwntal slip or slick boring, horizontal
directional drilling or both. Tbe horizontal slip or slick bering method requiTes the excavation of
boring pits at both the entry and exit points of the pipe installation. The depth of the bore pits js foot

or more lower fuan the pipe inst~lation. Pipe is installed on a straight horizontal and vertical gra.de
line between the bore pit fuces_ The installation is accomplished by auger drilliog a circular hole
slightly larger than the pipe being installed. The boring proceeds through a pilot pipe which is
advanced by mechanical jacking behind the auger head. Excavated material is discharged through the
rear of the pilot pipe_ After the pilot pipe has beeo advanced to the end, the carrier pipe is welded to
its far end. The pilot pipe and carrier pipe pair is theo drawn back throngh the drill excavated hole.
When the carrier pipe is in place, the pilot pipe is cut off to be used again for the next bore crossing.
Slip boring refers to "dry" drilling. Slick boring refers to the nse of drilling fluids or muds to
lubricate the process and provide circulation ofbore cuttings from behind the auger and out the back
of the pilot pipe_
Pipe will be hauled by truck to the pipeline easement. Each individual joint of pipe will be unloaded
by craoes or tractors equipped with side booms and slings, and strung parallel to the ditch. Sufficient
pipe for road crossings will be stockpiled at staging areas near the crossing. Stringing operations will
be coonlinated with trenching and installation activities in order to properly manage the construction
time at a particular tract of land. Gaps may be left at access points across the ditch to allow crossing
of the easement As construction proceeds, some of the pipe and stringing equipment will be
temporarily stored at approved staging areas along the easement
After the joints of pipe are strung along the ditch but before the joints are welded together, individual
joints of the pipe will be bent to accormnodate horizontal or vertical changes io direction-Such bends
will be made utilizing an approved cold, smooth bending machine having a hydraulically operated
shoe
that makes the bend. Where the deflection of a bend exceeds the allowable design limits for
field-bent pipe, s!10p fubricated pieces (ioduction or "hot bends") or trimmed segment-able forged
fittings will be installed.
After the pipe joints are bent, the pipe is lined up end-to-end aod claroped into position. The pipeline
will then be welded in conformance with 49 CFR Part 192, Subpart E, "Welding of Steel in
Pipelioes" aod API 1104, "Standard for Welding Pipelines and Related Facilities," latest edition.
Welds will be visually inspected by a qualified inspector and will be subject to radiographic
inspection in conformance with DOT requirements_ A specialized contractor certified to perfonn
radiographic inspection will be employed to perform this work. Any defects will be repaired or
removed as required under the specified regulations and standards.
The buried pipe will be externally coated with fusion bonded epoxy coating prior to delivery. After
welding, field joints will be coated with either a tape wrap or shrinkable sleeve wrap. Before the pipe
is lowered into the ditch, the pipeline coating will be visually aod electronically inspected and any
detected faults or scratches will be repaired. The aboveground pipe will be uncoated and left to oxide
to a natural color.
Once the bmied pipe coating operation has been completed, the pipelioe will be lowered into the
ditch. Side-boom tractors will be used to simultaneously lift the pipe, position it over the ditch, and
lower it in place. Inspection will be conducted to verify that minimum cover is provided, the trench
bottom is free of rocks/debris/etc_, external pipe coating is not damaged, and the pipe is properly
fitted and installed into the ditch. In rocky areas, padding material or a rock shield will be nsed to
protect the pipe. Backfilling will begin after the pipeline has been successfully placed in the ditch and
final inspection has been cOmpleted. Backfilling will be conducted using a bulldnzer, rotary auger
backfiller, or other suitable equipment Backfill will generally consist of the material originslly
excavated. In some cases, backfill material from other areas (borrow material) may be needed.

Backfill would bc graded aud compacted, where necessary for ground stability, by being tamped or
walked in with a wheeled or track vehicle. The soils will be replaced in a sequence and density
similar to preconstrnction conditions. Subsoils will be backfilled first, followed by replacement of
stockpiled topsoil. Once the excavation has been filled and compacted, the topsoil would typically be
crowned in a berm, 12-inches-high or less, and tapered outward from the center and/or spread
uoiformly over the disturbed ROW. The material in the beno is intended to compensate for normal
settling of backfilled materials. Any excess excavated materials or materials unfit for backfill will be
properly disposed of in conformance with applicable laws or regulations, and landowner or
jurisdictional agency requirements. Where possible, these surplus materials will be spread out over
the easement to avoid off-site disposal.
Where required by controlling agencies, landowners, other situations and good cause~ controlled
compacted backfill will be placed at road crossings and other such locations. Backfill material to be
placed shall be inspected and determined suitable for use by a qualified person. The backfill shall be
placed at a controlled water content range in level uniform layers not exceeding &-inches compacted
thickness. Tbe resulting backfill density shall not be less than 90% maximum density (or higher if
prescribed by permit, agency or landowner) as determined by an established AASHTO or ASTM
procedure.
The entire pipeline will be tested in compliance with 49 CFRPart 192 Pipeline Safety Regulations.
This will be accomplished through hydrostatic or pneumatic testing. Prior to filling the pipeline for a
hydrostatic test, each section of the pipeline will be cleaned by passing reinforced poly pigs through
the interior of the line. Tbe pipeline will then be filled with fluid, pressurized, and held for the
duration of the test Tbe length of eru;h segment tested will depend on local topography. Typically,
the pressure tes!jl of iodividual segments will be conducted in sequence and the test fluid will be
transferred from one segment to another.
When hydrostatic methods are used, test water intake aud discharge will be dooe in conformaoce
with all applicable local. state, and federal requirements. Performance of these operations shall avoid
adverse impacts to aquatic, wjldlife~ and visual resources. Water for pipeline hydrotesting will be
withdrawn fium legal sources and disposed of into the Jolley Mesa water impoundment structure.
Upon completion ofback:filling, construction work will commence to clean up, restore, andre-
vegetate the easement. Efforts will have been taken during the prior work to minimize erosio~
restore the natural ground contour, account for trench settling, reestablish plant growth, and allow
natural surface drainage. As agreed with the landowner or controlling agencies, all completed
construction areas and temporary access roads will be returned as nearly as possible to their original
condition and service. All restoration and re-vegetation will be completed to the satisfaction of the
landowners, controlling agencies and other recognized parties.
First, any trash, brush, surplus material, or other debria will be cleared from constrnction areas and
disposed of in an appropriate manner. The easement will then be graded and restored to nearly
preconstrnction grades. Fioal restoration of disturbed areas will be accomplished by whatever means
are most suited for the particular soils, terrain, vegetation and climate at a specific site_ In general,
waterbars will be constrncted to prevent erosion of unconsolidated soils and provide draioage away
from the distorbed area and into existing washes or drainages. Where deemed appropriate, slash will
be used to control erosion.

Reseeding will be accomplished using seed mix or plant species approved by the landowners or
controlling agencies. Seedbed preparation and seeding operations will be conducted in accondaoce
with accepted techniques for the particular area and task_ ln areas with difficult reclamation
problems, restoration and re-vegetation will be coDSidered a special management problem and will be
resolved in coordination with the landowner and the respective authorities involved. Advice may be
sought from specialty agencies or environmental consultants to fully determine the appropriate
mitigation and reclamation measures needed.
Prior to construction. concerns and issues of landowners, lessees and controlling agencies
in regard to pipeline coDStroction aad livestock will be considered. Stipulations, requirements and
reasonable requests developed from such inquires will be incorporated in the work. As a minimum,
the following will be established for the work:
• Fences crossing the easement will be braced, cut, and temporarily fitted with gates to
permit passage.
• During construction,. the openings will be controlled as necessary to prevent the
escape oflivestock..
• Existing fences will be replaced and braces left in place upoo completion of
construction activities.
• During constn1ction, no gates or cattle guards on established roads over public or
private lands will be obstructed or damaged by construction activities.
• Adequate precautions will be taken to ensure that livestock and wildlife will not
be prevented from reaching water sources because of open ditches or pipe stnmg
along the dit.ch. Such precautions will include contacting livestock operators,
providing adequate crossing facilities, or other meaSl.ll"es as needed.
• All damaged livestock fucilities will be repaired or replaced to a condition as
good as or better than the pre-construction condition. The final facilities shall be
acceptable to the landowner, lessee or other authorized persOIL Temporary fences
shall be installed if original fences affected by the work do not provide adequate
livestock control.
• Temporary fences or other barriers shall be inatalled if pipeline cODStroction
destroys or eliminates natural barriers. Replacement of the natural barrier is
desired upon the completion of construction if practical. Permanent fencing or
artificial barriers shall be used if the natural barrier cannot be reasonably restored.
The following health and safety measures shall be made a requirement of the pipeline
construction work:
• Special precautions shall be taken when working on pipeline segments parallel to,
crossing or near high voltage overhead electric power transmission lines. These
precautions shall include:
../ Measuring the pipe-to-grormd voltages on pipe sections each day at the commencement of
work, prior to work involving pipe contact and when directed by a qualified person.

500 feet of residences, public roads and other gathering places will be diligently implemented and
maintained. Standards andregolations pertaining to air quality emissions including particles other
thao dust will be made requirements ofthe project work.
• Trenches left open overnight and within 250 feet of a residence, office building, commercial or
indostrial business site or similar area shall be fenced or barricaded to mitigate safety concerns.
• Should a well, spring or water supply facilities be adversely affected by construction, an emergency
source of potable water will be provided until mitigation can be completed. Repairs aod replacement
of affi:cted facilities shall be undertaken upon completion of pipeline wmk in the immediate area of
the damage.
• Dredge or fiJI material of any amount will not be discharged in or near the proxllnity of a public
water supply intakes or municipal watersheds.
• All equipment used in the work shall be properly equipped and maintained to ensure compliance
with applicable health, safety and environmental regolations.
The following Waste Disposal and Sanitation measures will be iroplem=ted and enforced in the
performance of the project work:.
• Littering ofimy kind will not be allowed on the easement A daily litter-policiog prograro will be
employed in the worlc.
• Construction and operatiog sites will be maintained in a clean and sanitary condition at all times.
Collected wastes will be disposed of promptly at an approved site.
• "Waste" means all discarded matter, including butuot limited to. homan waste, trash, garbage,
refuse, oil and fuel drums, petroleum products, blasting boxes, worn out parts, abandoned equipment,
leftover materials1 etc.
• Excess or unsuitable materials will be returned to the supplier, sold to a commercial salvage yard,
turned in at commercial recycling center or delivered to public or private disposal site approved fur
project use.
• Special implementation plans prepared for and made part of the work will be maintained and
followed for the duration of thE; work. Such plans may inolude Hazardous Materials Management
Pilln, Spill Preveotion and Countermeasure Plan and others.
• Portable chemical toilets will be provided and dispersed within tbe project area. Their number and
location will vary with tbe length of the project, the number of workers present and the work phase of
the project. Generally, a portable toilet will be provided at each contractor yard, pipe yard or
permanent staging area. A portable toilet will be available for worker use within 7.5 miles of any
point along the easement (i.e. 15 mile spacing). Other criteria not withstanding, a portable toilet
will be provided for each 40 people or fraction thereof employed on the work.
• Human wastes stored in portable toilets will be removed from the easement on a regular periodic
basis according to the capacity of the units and their monitored usage. Such hunum waste will be
di•;posed of at an approved location in accordaoce with applicable laws aod regulations.

Williams Aboveground Pipeline Construction History
Williams Production RMT Company has 25 years of extensive experience and success with the
installation and construction of aboveground pipelines on hillside and steep slopes. This history
includes an impeccable record of reliability and safety by virtue that every installation has been
safely constructed, without failure, and remains operational. The general practice has been to
construct aboveground pipeline systems utilized structural steel pipe anchored with concrete
thrust blocks at the top and bottoms of the slopes.
This methodology is very non-evasive and eliminates wide hillside scares left from excavation
activities; access roads; and long term view shed issues associated with vegetation removal and
re-establishment. Paramount, however, is safety. This technique eliminates the placement of
operators, equipment and materials on precarious and dangerous steep grades. Potential dust,
engine emissions, accidental material and rock fall hazards, fuel spills, wildlife impacts are also
