(Encana) requests a Limited Impact Review (LIR) Land Use Change Permit (LUCP) from the Garfield County Board of County Commissioners (BOCC) for (1) the operation and maintenance of the existing Middle Fork Water Recycling Facility (MFWRF) located in Lots 10, 13 and 14 of Section 30, Township 5 South, Range 95 West, of the 6th Principal Meridian, and (2) plans for future expansion of the MFWRF as detailed herein, r Additionally, this LUCP seeks to incorporate the following existing approved Special Use Permits (SUPs) for existing facilities which fall within the newly proposed project area boundary (copies of existing permits are included in the Additional Documentation Tab): • Resolution 2005 -45 -4 Middle Fork Water Storage Facility • Resolution 2005 -85 - Middle Fork Compressor Station • Resolution 2007 -44 -4 Middle Fork Compressor Station Expansion • Resolution 2008 -70 4 Middle Fork Compressor Station Phase III Expansion This LUCP request also seeks to terminate the following LUCP which is no longer necessary due to expansion of the proposed project area boundary associated with this proposed LUCP: • Resolution 2010 -58 4 Middle Fork Laydown Yard. The existing MFWRF is located on Encana's North Parachute Ranch (NPR) property approximately 11 miles north of Parachute, Colorado. The MFWRF currently provides treatment, temporary storage, handling, and recycling of liquids associated with Encana's natural gas E &P operations in the NPR vicinity. Produced water processed through MFWRF is recycled/reused in natural gas well completion operations to the fullest extent possible in an effort to minimize the need for fresh water makeup from the local watershed. 1.2 Description Current natural gas production wells in the Piceance Basin are gathered via a 3 -phase gas gathering system to the Middle Fork Compressor Station (MFCS, see Resolution No. 2005 -85 and 2007 -44 under the Supporting Documentation Tab). Upon reaching MFCS, the 3 -phase gas /liquid mixture is introduced through existing slug catchers that separate hydrocarbon - entrained water from the gas; this separated hydrocarbon- entrained water is then forwarded to the existing MFWRF for further processing and reuse. At MFWRF the hydrocarbon - entrained water is first introduced to an existing 3 -phase separator designed to split the hydrocarbon - entrained stream into its three phases: gas vapor (flash emissions), condensate (oil), and produced water. Condensate is sent to existing storage tanks for pick up via truck for sales. Gas vapors are collected via two existing vapor recovery units (VRUs), high pressure and low pressure, and sent back to the MFCS for gas processing and eventually on to sales; an existing thermal oxidizer (combustor) unit serves as a back -up emissions control device to the existing VRUs, used only during upset conditions (approximately 1% of normal runtime). Produced water is sent from the 3 -phase separator to existing storage Limited Impact Review Land Use Change Permit Narrative 1 March 2011 Middle Fork Water Recycling Facility Expansion facilities at the MFWRF (combination of existing tankage and pond) for reuse in area gas well completion operations. Encana is requesting a LUCP for the use of the existing MFWRF facilities, currently consisting of one 15,000- barrel (bbl) recycle water storage tank (herein referred to as "White Tank "), two permitted pump buildings, one permitted 217,000 -bbl recycle water storage pond, one 34,900 - gallon capacity three -phase separator vessel, one flash separator vessel, two VRUs, four 125 - horsepower (hp) electric- driven water transfer pumps, two filter pod assemblies, one 1,500 -bbl filtered water storage tank, ten 500 -bbl condensate storage tanks, one Dissolved Air Flotation (DAF) building, DAF tank battery consisting of seven 500 -bbl capacity process storage tanks with secondary containment, one thermal oxidizer (combustor), all associated water distribution system piping, valves, and appurtenances, an automated radar -based avian hazing system for migratory bird detection and deterrence associated with the existing recycle water storage pond, and existing radio /communication tower used for remote operattion/monitoring associated with the existing MFWRF and MFCS. Equipment listed above are herein referred to as "existing facilities." In addition, Encana is requesting this LUCP to include provision for possible future installation of new equipment at the MFWRF to include (at a minimum) one redundant recycle water storage tank up to 20,000 -bbl capacity, one redundant flash separator vessel of equal capacity to existing, one redundant 3 -phase separator vessel up to twice the capacity of existing, one additional VRU for new 3 -phase separator, one redundant filtered water storage tank up to 5,000 -bbl capacity, two additional filter pod assemblies, one power distribution center (PDC) building and power transformer, four 2,500 -bbl condensate storage tanks with secondary containment, one additional VRU for new condensate tanks, redundant DAF tank battery consisting of seven 500 -bbl capacity process storage tanks with secondary containment. Planned 2011 MFWRF expansion includes four produced water storage tanks up to 85,000 -bbl capacity each with secondary containment and associated thermal oxidizer and fuel gas conditioning skid; planning/engineering on this project is currently in progress (reference supporting documentation tab for further details on this project). These additions are depicted in the Site Plan under the Maps and Plans Tab and further detail is provided under the Supporting Documentation Tab in the Process Flow Diagram and DAF description. Encana will obtain all necessary permits (grading, building, electrical, etc.) from the Garfield County Building and Planning Department as required before the start of any future construction activities at the MFWRF. 1.3 Purpose and Need Encana plans to increase natural gas production in the Piceance Basin by approximately 100 to 200 million standard cubic feet per day (mscf /d) over the next several years. The MFWRF expansion is needed to enhance water handling/storage infrastructure and capabilities commensurate with the planned gas volume increases. The additional facilities outlined above will give Encana future water handling capabilities for the gas volume, and liquids associated with that volume, to continue with operations. Along with addressing operational needs, the planned 2011 facility expansion (large produced water storage tanks project) will allow for conversion of the existing storage pond to fresh water 2 Limited Impact Review Land Use Change Permit Narrative March 2011 Middle Fork Water Recycling Facility Expansion use thereby decreasing potential environmental and wildlife impacts associated with operation of MFWRF (i.e. — air emissions, migratory birds, etc.). The intent of this Limited Impact Review Land Use Change Permit application is to establish a permit for the existing water recycling equipment and to allow for the expansion described herein to be considered within this application. Please note, the restrooms and sewer lift station depicted on the site plan are not part of this review. Any expansion outside the scope of this permit will utilize Garfield County's Impact Review Amendment process of the Unified Land Use Resolution of 2008. 1.4 Facilities and Equipment Summary The following section summarizes the facilities and equipment that exist or are proposed for the MFWRF along with their permitted status. VRU (one) • Filter Pod Assemblies (two) • Redundant DAF Tanks and Secondary Containment • Solids Handling System 1.5 Location The proposed MFWRF is located on approximately 17.76 acres in Lots 10, 13 and 14 of Section 30, Township 5 South, Range 95 West of the 61" Principal Meridian, Garfield County. Encana is the owner of this parcel of property. The Garfield County Assessors map, legal description, and the deed for the property are provided in the Impact Analysis Tab. The MFWRF is located on zoned Resource Lands. 2.0 EMERGENCY RESPONSE PLAN Encana would comply with its Emergency Response Plan (ERP), which describes the functional roles and accountabilities for life safety, property damage, and environmental response. The ERP also describes the communication and notification protocols to engage support, based on the nature and complexity of the emergency. The ERP is included in the Supporting Documentation Tab. Encana has also developed a site specific Site Safety Evacuation Plan (SSEP) that includes emergency contact information particular to the MFWRF. A copy of the SSEP is included in the Supporting Documentation Tab. This plan provides locations of any existing structures, waterbodies or hydrologic features on the site, including intermittent water features and wetlands. Locations of existing and proposed drainage structures and natural drainage features affecting site drainage on the parcel and within 100 feet adjacent to the site boundary are also depicted in the Site Plan. The 100 -year floodplain boundaries are depicted in the 100 -year Floodplain Area Map, also located in the Land Suitability Analysis Tab. 2.1 Construction Schedule The construction schedule of the new facilities and equipment under this permit application will be provided to Garfield County 30 days prior to construction. Due to decreased capital expenditures for the North Piceance area in 2011, expansion of the MFWRF may be delayed until early 2012. 2.2 Permanent Stabilization The site will be stabilized after construction is completed using methods outlined in Section 2.1.3 of Encana's Master Stormwater Management Plan (SWMP) for the North Parachute Ranch, located under the Maps and Plans Tab. Areas not needed for facilities, roads, parking or materials staging will generally be reclaimed. Salvaged topsoil will be spread and the vegetative seed mix will be applied. Depending on the terrain (e.g. steep slopes and drainage crossings) additional measures may be applied to increase stability of the reclaimed area. Possible erosion stabilization methods are provided within the SWMP Best Management Practices (BMP) Manual (Appendix E). These practices have been applied to previously disturbed areas and will be applied to any future disturbances. 2.3 Erosion Control Measures Per Section 4 -502 of the Garfield County Unified Land Use Resolution, requirements for the Erosion Control Measures are depicted in the Proposed Stormwater and Erosion Control Plan located in the Maps Tab and referenced in the SWMP BMP Manual in the Maps and Plans Tab. 2.4 Estimated Cost The estimated total cost for installation and maintenance of the required temporary soil erosion and sediment control measures is $35,450, which equates to $2,500 per acre of disturbance. 2.5 Description of Neighboring Areas The nearest residence is approximately three and a half miles to the south of the MFWRF. The remaining abutting property owners are also involved and currently operating natural gas processing or mineral extraction facilities, so no additional impact would occur to the neighboring areas and abutting property owners from the construction and/or operation of the MFWRF. Any existing pertinent features such as lakes, streams, structures and roads are illustrated in the Site Plan located under the Maps and Plans Tab. Middle Fork Water Recycling Facility Expansion 1 Erosion and Sediment Control Plan 2.6 Stormwater Management Plan and BMPs Encana has prepared and utilizes the North Parachute Ranch Stormwater Management Plan, which includes both structural and non - structural BMPs. A copy of the SWMP is provided in the Maps and Plans Tab. 3.0 LANDSCAPE PLAN The following sections address impacts as required by the Garfield County Unified Land Use Resolution of 2008. 3.1 Required Exhibits The illustration of the topographic information of the site, location of lot Iines and the identification of all existing deciduous tree and coniferous trees of six inches (6 ") in caliper or greater is provided in the Proposed Stormwater and Erosion Control Plan. 3.2 Estimated Cost This site is a previously disturbed area and there will not be additional incurred costs for landscaping as a result of this project. 3.3 Landscape Maintenance Encana utilizes interim reclamation and final stabilization practices outlined in the SWMP to maintain landscaping in and around the MFWRF. A copy of the SWMP can be found in the Maps and Plans Tab. Encana will also follow recommendations made in the North Parachute Ranch Reclamation Plan, also located in the Impact Analysis Tab. The project site is located in the Lower Zone Bench areas and Encana will adhere to the suggestions where applicable. 2 Middle Fork Water Recycling Facility Expansion
